| Lenin’s thoughts on government publicity are the important theory and practice leap in the history of the development of Marx’s government theory. Lenin had inherited and developed Marx and Engels’thoughts on government publicity in the process of Russia socialist construction, and formed a relative perfect basic system of government publicity thought. That is a major leap forward in theory. In practice, according to the needs of the times, Lenin insisted the class nature of government to defend the new socialist regime successfully, at same time, He had made full use of conditions to develop and realize the government publicity, to form a strong impetus to the construction of the Russian socialist career, and promote the realization of social public interests greatly, and to a certain extent, to guarantee the workers and farmers’basic living needs, improve the workers, peasants and other proletarian’s life condition. He had realized an important leap for Marx’s thoughts on the government publicity from theory to practice. In this paper, in-depth study of Lenin government public ideological theory of the origin and the objective basis, generalize the main content of Lenin’s thoughts on government publicity, and to evaluate its historical status objectively. This paper also studys the Chinese Communists’ inheritance and development of Lenin’s thoughts on government publicity in the process of Chinese Socialist construction and reform, analyses the significance of Lenin’s thoughts on government publicity for current government construction furtherly, that is, to promote the Service Government construction furtherly, to implement the services functions of government effectively.Service-oriented Government is an important goal of China’s political development, also is an inevitable trend for government reform. Although the construction of our Service-oriented Government has made a number of important achievements, but the distance to the Party and the people’s will is still long, the project of Service-oriented Government still need to be further promoted. Lenin’s thought on government publicity provides an important insight for our government construction. Of course, it can not be denied that Lenin’s thoughts on government publicity also had some historic limitations, confined by the historical conditions and winding resistance in the understanding on the essence of society affairs. Some ideas and specific measures to realize the government’s public nature in Lenin’s thoughts on government publicity may not suitable for the current needs, but the law and the fundamental principle of development of the public nature of the government, the basic principles and the basical method for realizing government publicity, have not become obsolete. It is not without benefits for the construction of our current service-oriented government. Therefore, we should learn from Lenin’s government public nature of thought dialectically, that is, to learn the science and rational component of Lenin’s thoughts on government public unswervingly on the basis of torturing their age suitability and circumstances adaptability. This has a important theoretical and practical significance to promote the Chinese Service-oriented Government construction. To improve the Socialist legal system, strengthen law enforcement capacity, and promote government service people bay law; to improve the oversight mechanisms for government’s powers to ensure a clean government; to reduce the administrative costs, build power list, optimize the administrative examination and approval system, and promote an efficient government. |
