The Study On Consciousness Of Modern Governmental Responsibility Problems

In the long term process of human society development, administrative system always plays a role in the dynamic alternation of history and reality, profound interaction of theory and practice and extensive communication of international and domestic community. And governments under any political system must undertake the responsibilities and functions which should fit in with the specific era. Today, human society has developed to a space-time node of economic globalization, political democratization, and social informatization, and constructing responsible government become a global trend and basic goal in development of worldwide national governments. And government plays a key role among many driving forces of constructing responsible government. Because government is a system, and its responsibilities are undertook by internal specific department and staff, whether specific governmental responsibility subject could perform its responsibilities correctly, initiatively and positively is very essential to construction results of responsible government. Therefore, this thesis studying responsibility consciousness of governmental responsibility subject has both theoretical value and practical necessity.This thesis mainly focuses on reasoning, which aims to theoretically clarify the implementation logic problem of governmental responsibility consciousness. Around this problem, this thesis is guided by Marxism, utilizing system analysis, standpoint analysis, contrastive analysis and other methods, reveals the connotation and implementation mechanism of modern government responsibility consciousness. This thesis moves in coordination with “introduction-elucidation” structure of which introduction and the first chapter together constitute the“introduction”, and the second, third and fourth chapter discuss the general logic of governmental responsibility consciousness separately from three aspects, which are governmental responsibility internalization, externalization and strengthening. Specific contents are as follow:ChapterI.The first part of this thesis is introduction. This part begins with the interactive relationship of governmental responsibility consciousness and governmental development theory, realistic relation of governmental responsibility consciousness and constructing responsible government and relation between governmental responsibility consciousness and national governance efficiency. On the basis of summarizing the existing research results related to governmental responsibility consciousness, government responsibility consciousness is chosen as the research subject. Meanwhile this part gives a brief introduction of the whole design of this thesis.ChapterII. Foundation of Analysis.The second part of the thesis is chapter one. This part is the theoretical foundation of the whole article, mainly solves two problems: firstly, to clear the connotation of governmental responsibility consciousness. By analyzing concepts such as responsibility, governmental responsibility and consciousness and clearing the relation between governmental responsibility and governmental responsibility consciousness, this thesis aims to solve the problem of “what is governmental responsibility consciousness”. Because governmental responsibility consciousness is a moral and value expectation of governmental responsibility subject instead of performance objective, it’s difficult to form a quantitative standard of governmental responsibility consciousness. And this thesis understands and judges the governmental responsibility consciousness through its basic characteristics.Secondly, this thesis constructed the general logic of governmental responsibility consciousness which consist of responsibility internalization mechanism, externalization mechanism and feedback mechanism and solved the question “how governmental responsibility consciousness formed". The second, third, fourth chapters are all concrete expansions of this logic.Chapter III. Responsibility identification. The third part of this thesis is chapter two, the core of this research, which mainly concentrated in government identity issues. This chapter mainly focuses on how to realize internalization of governmental responsibility. Governmental responsibility identification is cognitive basis of governmental responsibility subject performing its responsibilities consciously which directly impacts the responsibility cognition of governmental responsibility subject. This chapter firstly analyzes the concept and process of responsibility identification, meanwhile it divides governmental responsibility identity disorder into four types as responsibility passivation, ossification, desalination and alienation, and it discusses the implementation problem of governmental responsibility identity four perspectives, which are social traction, system supporting, organization shaping and self-enhancement of responsibility subjective.Chapter IV. The fourth part of this thesis is chapter three. Governmental responsibility consciousness is not only a cognitive problem related to governmental responsibility, but also an implementation problem concerned with governmental responsibility consciousness externalization. First of all, this chapter studies the externalization problem of governmental responsibility from two aspects which are how to correct responsibility expression and responsibility behavior. Then it summarizes the role which governmental responsibility subject plays in governmental responsibility expression as a public voice listener, a governmental information passer, a narrator, a communicator and etc. In addition it analyzes that how governmental responsibility subject initiatively, accurately and timely transfer administrative information to public and other administrative relative person from the perspective of governmental responsibility expression principle. Studying governmental responsibility expression aims to interpret how governmental responsibility subjective “stand in the right standpoint,express the right meaning and establish good information communication relations.At last this thesis makes induction, classification and attribution of common passive behavior of governmental responsibility subjective, and it studies the shaping mechanism of government action from the perspective of system, organizational culture, government action and etc.Chapter V.The fifth part of this thesis is chapter four, which studies strengthening mechanism of governmental responsibility consciousness. As a superaddition mechanism of governmental responsibility identity and shaping governmental responsibility implementation action, the strengthening of governmental responsibility includes social participation mechanism in decision making process, governance participating mechanism in responsibility implementation process and feedback mechanism of administrative efficiency.
