In the beginning of 2015 when inspecting Yunnan, comrade Xi Jinping puts forward to turn Yunnan into a "national united demonstrated zone", which shows Yunnan’s national unity and social harmony and stability plays an important role in the national development. In the numerous factors influencing Yunnan frontier minority area’s social harmony and stability, the protection of human rights and progress are important and core elements. This paper takes the mutual relations between Yunnan frontier minority’s human rights and social harmony and stability as the main line, takes better achieving the frontier minority’s social harmony and stability as the starting point and destination, mainly studies and discusses the inherent laws and the characteristics in Yunnan among different historical periods of development of frontier minority area, social harmony and stability, and obtains the valuable experience of Yunnan frontier minority area human rights’development and social harmony and stability.The human rights of minorities are more and more frequently used and concerned by the academic and community, but different people understand and ues the concept quite differently. Any minority whether it is at all times or in all countries, there is a common point:self preservation and continuous development. All the domestic and international minority rights laws, can be classified into these two categories of rights. Starting from this basic fact, the rights of ethnic minorities can be, according to the logic order from low to high, simply summarized as "two big and four small classes". The two categories of rights is to preserve their rights and to develop continuously, as the generalized right of existence and the generalized right of development. They further consist two small classes of rights, as narrow survival right and right of equality, as the right to engage in political activities and participate in economic, cultural and social rights of public life. This definition makes the minority rights concept clear finally.Considering the theoretical perspective, the human rights and social stability have a close and direct relationship. From the human rights’ influence on social stability, the survival right is always the most important human right, and has a direct impact on the social stability; the right of equality is not simply the nominal equality, but true equality, since the actual international inequality causes turbulence now and then. Political power is a "double-edged sword", and the key is to make the citizen political participation rights on the institutionalizated, legalized, standardized, orderly track. Other elements such as economy, culture, social aspects of rights will also have an important impact on social stability. In turn, the social stability provides the most important prerequisite for the progress of human rights, but social stability needs concrete analysis, not allowing extreme nervousness. The interaction between the two can be benign, or malignant. Our goal is to build up the benign interaction between the two for mutual promotion and mutual progress.The potential cause for ethnic and social instability in Yunnan province should be analysized on base of a comprehensive study of its particular geography, ethnic diversity and historical reality. Before the founding of New China in 1949 and all though the Feudal Era, central governments’ ethnic policies is characteristic of Morality Ruling despite the benevolent governances adopted in rare occasions, In a paramount view the history of border areas of Yunnan province is dominated by turbulences rather peace. A fundamental law concluded from this is that border areas are relatively more prosperous and stable when the whole nation is united under a strong central government. Since the foundation of New China in 1949, central and provincial governments have attached great importance to the improvements of human rights in ethnic communities in border areas of Yunnan Province, by which Yunnan’s border areas departed with its chaotic past and gradually stabilized. Such an great achievement is inseparable from a correct and proper ethnic policy established by the Communist Party of China.But the erroneous Leftism guidance around December,1957 seriously damaged the human right progress in many aspects and caused a number of social unrest in border areas in Yunnan province, the result is a grave degradation of the Party’s governance capability in such areas. Since the Opening-up and Reformation, Central Committee of the Party adopted many effective measures to coordinate ethnic relationships and to stabilize border areas, thus created a unprecedented harmonious period in term of ethnic relationships. From the year 2000 to present, the border areas in Yunnan province, like the other regions of China, is facing huge pressures of potential ethnic disputes. However, pure religious and ethnic oriented conflicts are very few in Yunnan province.Currently there are mainly two types of factor that may negatively impact the human right progress and social stability in ethnic communities in Yunnan province: the first are internal factors which include the disadvantageous geographic, economic and cultural conditions in border areas; the second is the deteriorating safety in some neighboring nations. Feasible and sustainable resolutions need to be drafted to deal with these factors.
