Executive ability is an important foundation and guarantees government to grasp the strategic direction of Party and Country, to confirm the strategic goals and to enforce strategic actions. And it is also the basic way and effect of execution of implementing public power and fulfilling government function. At present, China has paid constant effort to strengthen governmental executive ability and made important breakthrough. After 18 th CPC National Congress, “Eight Regulations” sighed by the central, correcting measures of “Four-wind” problems as well as the storm of anti-corruption have shaken and purged departmentalism, bureaucracy, formalism corruption, degeneration, luxury and waste while exerting executive ability, which has made local government make progress in concepts, ways and styles of executive ability to some extent. However, because some local government officials are narrow-minded and their pursuit for improper profits has been stifled, the phenomenon becomes increasingly serious that they become negative resentful and passive, lack of momentum or even refuse to exert executive ability. In addition, restrictive elements still exist such as the poor executive environment of local government, lack of objective-management, unreasonable structures, unsound systems, and incompetence of leaders and staff. These factors together lead to executive inability of some local governments and the "black hole" of executive ability. The purpose of this study, therefore, is to regard governmental executive ability as a systematic resultant force of relevant forces that permeate and interact with each other while executing based on modern organizational theories and system theory. Through literature research and empirical research, the study established the corresponding analyzing dimensions, and did intensive research into the practical reasons of poorer executive ability and its solutions from two perspectives of theory and practice. Moreover, it also raise some measures and advices targeted on the problems to effectively enhance governmental executive ability.In the detailed study, firstly it proposes an organizational five-element analyzing framework based on the organization theory and system theory framework to study on the executive ability of the local governments, namely, organizational environment, organizational goals, organizational structures, organization systems and people in an organization. Among them, the environment is "soil" for organizations to function; the target is the vision and result of the organizational activities; the structure is arrangement relations with relatively stable mechanism among each section of the organization; the system is various rules for the organization to achieve goals and promote execution effectively; people, as fundamental factors of forming the organization, are executive staffs with subjective initiative. These five elements, depending on each other and interacting with each other, form a network exerting influence on local governments’ executive competence. No matter which element has a problem, it can be a "short board" during the process of local governments’ execution, thus reduces the overall level of executive ability and weakening phenomenon appears.Is the analysis, together with judgment in accordance with practical situations? Through questionnaires interviews, practical evidences were found that in certain executive domains there is a tendency of executive inability. Based on it, the paper analyzes the practical performances and harm of weakening execution competence, and complicated reasons of it systematically. Then, taking these as evidences, it put forward countermeasures and suggestions, such as improving local governments’ executive conditions, strengthening the local government management by objectives, optimizing the organizational structures of local governments, accelerating the construction of local government systems, regulating the performance of local government civil servants.The value or main contribution of this paper is as follows: firstly, it aims at switching the research interest and research perspectives. The existed researches similar to this paper, simply involved weakening local governments’ executive ability superficially rather than researching into it; or merely study on one detail reason of the phenomenon, such as policy, institutions and principal parts, far from systematic and comprehensive; or results of theoretical researches are out of date because of the changing era background. However, this study is focused on the current phenomenon of weakening local governments’ executive ability, devotes to systematic and profound discussion about the reason of weakening executive competence in some domains and levels after 18 th CPC National Congress when local governments are in the face of Economic new normal, and transition period of comprehensively strengthened reforms, dramatically increasing pressure of anti-corruption. In addition, there is a new attempt of the research method. Aiming at the problem of local governments’ weakening executive ability, the paper does not analyze all kinds of isolated reasons randomly and fragmentally but attempts to analyze the problem through a framework, and stress on a systematic and structuralized angle and method. The paper, based on the theory of organization, claims that executive ability is not only an individual behavior, but an organizational behavior, including people, which is systematic effectiveness resulting from the coupling relationship among every elements of the organization. This is the research ideas of the paper.
