Focusing on the functions of the rural government at local level, this dissertation aims to build a framework for restructuring the rural government based on the system of restriction and balance so as to provide theoretical foundation for the rural government reform.The paper first looks at the changes of the related functions of the rural government and offers a critical evaluation of its effectiveness in different periods by adopting the new institutional economics analytical approach and the method of the political, management, sociology and anthropology. Then it moves on to explore both theoretically and practically the effectiveness and the limitations of the rural government, as well as the means to realize these two qualities.The dissertation consists of 11 chapters:Chapter I: I introduce the background, purpose, significance, main content, methods and core concepts of my research.Chapter II: the institutional changes of the rural government system are described by different phases before and after liberation from the prospective of institution design, its form changes and functions, so as to horizontally analysis the history of rural government and its operation and to reveal the institutional path-dependent in the development of the rural government.Chapter III: the regime form of the People’s Commune and its role played are examined in the chapter. I mainly discuss about the rural government involvement in rural governance and economic development from the first few years after liberation to the establishment of the People’s Commune. Also, an evaluation of the effectiveness of the People’s Commune at this particular period was made from political, economical, and social perspectives. My research shows that the power of the People’s Commune lies in the all-powerful political functions: social transformation and control, and everything must submit to the political needs of the country. The People’s Commune was a special institution operated to ensure order and organize economy, which was characterized by revolutionary acts in social transformation and construction.Chapter IV: the rural government form of the new countryside is explored in the chapter: the restructuring of the rural government and the functions of the new government-economic development, and the political ecology as consequence. This chapter starts with the beginning of the government involvement in the economic development. Then a comparative study between the three notable development models ( Zhujiang, Suzhou and Wenzhou ) is made, based on which an analysis of the political ecology of the government and its formation is conducted.Chapter V: the rural government reform and the construction of the new countryside are discussed. In this chapter, I attempt to offer some possible guidance to the construction of the new countryside which can serve as a direction to the rural reform through the analysis of the current problems of the rural government and the destructive consequence it may cause. This is an urgent practical issue, a crucial problem which may affect the strategic development of the nation. Also the strategic proposition of the rural government reform and the political connotation of the new countryside construction are offered in this chapter.Chapter VI: various arguments regarding the rural governance reform in the current academic field are introduced and analyzed in the chapter. It also investigates the on-going rural reform experiment in an attempt to present a whole picture of the undertaking..Chapter VII: I try to evaluate the current rural reform and put forward some measures for the reform on the basis of public survey. Given the value-orientation, the problem of unfitness and irregularity in the reform and disputing issues, it is understandable that uncertainties cannot be avoided in the process of the reform. This chapter makes a thorough analysis of the effectiveness of the current rural government reform based on field survey.Chapter VIII: I try to pinpoint the existing problems of the current rural government from the study of many years of rural reforms since the establishment of new China, whereby providing possible guidance for the current reform. This provides the foundation for the design of institutions which is the core of the dissertation.Chapter IX focuses on the rural government in the new period. In the chapter, I first logically analysis the system of restriction and balance and challenges faced by rural government. Based on the analysis, the practical reform approach in further reform of rural government is discussed.Chapter X: design of institutions based on the system of restriction and balance. This is the key of the whole dissertation. In the chapter the author tries to redefine the functions of the rural government through the studies of the basic requirements for the rural government during the construction of new countryside in China. By positioning the functions of the rural government, institutions are designed at maro- mid- and micro level.The last chapter is about the mechanism design of the restructuring of the rural government based on laws. This is the inside demand, guarantee and requirement by the implementation of the system of the restriction and balance between power and responsibility.The obvious contribution of the dissertation is its special perspective, i.e., it is the first time to analysis rural government from perspective of the Discipline Investigation and Supervision and the anti-corruption propose righteous.
