As the transformation of the world’s historical process in global economic integration, it results in positive and far-reaching impacts on China’s economic and social development.The competition world-wide has gradually crossed the borders, and ultimately transformed into national competitions of the talents.Since China has joined in the WTO, there has been a large range for China to reach the depth of the world economy, which means that we have to claim a better personnel ability and quality as the topic of personnel training seems to have become one of the urgent issues to be solved in China’s current reform and opening up and modernization development.The increasingly frequent outbreaks of psychological crisis events among university student groups,as well as the graduates appeared to be lost in the the "employment gap" problems and contradictions when faced of the growing domestic demand for talent market, making people begin to reflect on whether the current quality of education and personnel training adapt to development needs of socialist market economy, and whether they can adapt to the needs of our country to catch up with the world economy, such as excessive emphasis on academic achievement and contempt on overall quality of training,focusing on common enlightment while ignoring personality development, concentrating on the leading role of teachers while paying insufficient attention to the role of the student body, giving low priority and demonstrating deficiently on students’humanistic qualities, psychology and social skills.The comprehensive evaluation criteria is a little single-sided, and it is not enough in diversification dynamic orientation,there is a serious dislocation between evaluation structure and social needs. These all have bad influences on the quality of the evaluation and incentive, the function of feedback adjustment,they are not conducive to the improvement of the overall quality of the college students, and to students’talent, growth and all around development. As science and engineering are very important subjects in the college community, it also exposed many weaknesses and management loopholes in personnel training, so we need to think seriously about what type of talent the higher education need to develop, what ability and quality we need to take, how to achieve our training goals by established personnel training system scientifically. Only if we have the real solution to the bottlenecks where colleges’and universities’education on ability and quality meet uncoordinatedly and asynchronously with the personnel market demand in China and make the students cultivated be able to calmly deal with all the opportunities and challenges, can we promote the economy in sustainable, healthy and rapid development with a new attitude, and make our own contribution to the development of the world economy and trade.Therefore, this article reaches the established goals by combining theory and empirical, conbining qualitative and quantitative and using the related theories which include quality education, ability quality, quality assessment and assessment.First of all, through behavior event interview, questionnaire and statistical analysis of three entities which include teachers,students, unit of choose and employ persons,we can build ability quality model of the college undergraduate and graduate students, by which we can construct college students’quality assessment tools and give the empirical case. Secondly, we can make a investigation that is used to present the situation of college and university students’quality education which includes moral education, intellectual education and physical education in wuhan by using the ability quality model.At last,we conclude the effective carrieies and feasible counter measures and suggestions that are used to improve the quality of the students’and ability in colleges and universities by using the means of model building and status quo of the research system. This paper consists of seven parts. We can draw the conclusions which will be shown below by analyzing the study:(1) college students’moral level is not that associated with the student leaders, family size, poverty and the average monthly consumption.But it is significantly associated with gender, education, grade, Family Birthplace, the political landscape culture. Graduates, party member groups, urban students have a generally higher moral education and sports level than undergraduate students, member groups, rural students; college students’physical level is not significantly associated with gender, grade, student leaders, training methods, family size,but is significantly associated with Education, Family Birthplace, political affiliation, poverty.Graduates, party member groups, urban students have a generally higher moral education and sports level than undergraduate students, member groups, rural students.(2) Attention should be payed to male undergraduate students.rural students and non-party members when talking about college students’moral training.There are several important factors affecting the level of moral education:political beliefs, social ethics, integrity, justice, career outlook and outlook on life; Attention should be payed to poor students, undergraduates and non-party members.Several important factors affecting moral level are psychological quality, adaptability and interpersonal.(3) Moral education and sports Pearson have a correlation coefficient of0.444, the correlation between the two is positive related to a low degree.(4)The model elements of undergraduates’ability quality are divided into four major categories, which include physical and mental quality, moral quality, scientific literacy and vocational quality. What’s more,the secondary indexes of the factor quality are body and mind health, mental health, then,the secondary indexes of factor moralityare are humanities accomplishment and moral character,and then,the secondary indexes of factor scientific literacy are professional achievement, learning ability and interdisciplinary knowledge,at last,the secondary indexes of factor professional are self-control, team cooperation, interpersonal communication, independent thinking and leadership.(5)The elements of graduate students’ability and quality model are divided into four categories,namely.physical quality, moral quality, scientific literacy and professional quality.The secondary indicators under the factor physical quality are physical health and mental health.The secondary indicators under the factor moral quality are humanistic literacy and leadership.The secondary indicators under the factor scientific literacy are research ability, social practice ability, innovation ability, learning ability and interdisciplinary knowledge.The secondary indicators under the factor are interpersonal communication, implementation of program, information seeking, industrious, sense of service.(6)The ability and quality characteristics,of which social level and college level exist significant differences in the demand for cognitive,from high to low the top five order are innovation ability, interdisciplinary knowledge, professional achievements communication skills and initiative.These several capacity-quality characteristics will be the direction of undergraduate personnel training consistent with the needs of the community.The ability and quality characteristics,of which social level and college level achieve the high degree of consistency,from high to low the top five order are learning ability,self-control,social practice ability and mental health.These ability and quality characteristics will be unremittingly point of our efforts in undergraduate personnel training.(7)The ability and quality characteristics,of which social level and college level exist significant differences in the demand for cognitive,from high to low the top five order are conduct personality,social practice ability,independent problem-solving skills, industrious and implementation of program.These several capacity-quality characteristics will be the direction of graduate personnel training consistent with the needs of the community.The ability and quality characteristics,of which social level and college level achieve the high degree of consistency,from high to low the top five order are mental health, communication skills, initiative, teamwork and independent thinking.These ability and quality characteristics will be unremittingly point of our efforts in graduate personnel training.(8)undergraduate and graduate students have significant differences in the demand for cognitive ability and quality characteristics in order from high to low the top five:social practice ability, innovation ability, social skills, health, initiative.
