For the needs of transitional societies and economies, Vocational education modelplays a vital role in transforming gradually from the large-scale denotative developmentinto the quality improvement of connotative development. The demand of high-qualityeducation has been the theme of contemporary vocational education in the world.Education quality assurance system is considered as a new method for educationalquality management in our vocational schools. The questions about building aneffective quality assurance system in vocational education institutions need to becarefully explored and conducted. Germany was selected as learning model due to itsoutstanding quality of education in vocational schools. Therefore our country began tofocus on quality of vocational education and quality assurance issues. Through theliterature review about the quality assurance of German vocational education andhands-on practical research, this subject was aimed to analyze the educational qualityassurance systems of German vocational schools, in order to benefit the construction ofeducational quality assurance systems of vocational schools in China.Based on the fundamental theories and methods of pedagogy, management andsystemic science, this research focused on the educational quality assurance systems ofGerman vocational school. The educational quality assurance mechanism of Germanyvocational school has been analyzed by using internal quality assurance model andexternal quality assurance path. The research reviewed domestic and foreign researchstatus and problems of the German vocational school educational quality assurancesystems, describing basic history based on the change world of Germany work,clarifying the structural framework and elements, analyzing the operating mechanismand the main models such as ISO9001Model, EFQM Model and Q2E Model. Basedon the comprehensive research method of theory and practice, this research looked intothe external evaluation of practical activities in Baden-Württemberg Vocational Schoolby considering into its German local characteristics.The quintessence was made through the above theoretical analysis and empiricalstudy of the German vocational school educational quality assurance system. Theessence of quality assurance was the continuous evaluation for improving qualityeducation of schools. The completeness of the law as basis of quality assurance was used to ensure the orderly operation of quality assurance. The prerequisite for qualityassurance was to construct quality standards and to promote steady improvement in thequality of vocational education. The combination of self-evaluation and externalevaluation was considered as the key of quality assurance. The power of qualityassurance was to learn advanced concepts for innovative vocational schoolmanagement.Finally, based on the status of education quality assurance system of vocationalschools in China, the excellent experience of Germany was adopted by reference. Theeducational quality assurance system of our vocational schools was built and improvedin view of the vocational schools from school leaders management, individual feedback,internal evaluation, regulations and policies, and external evaluation. Amulti-dimensional system would be formed with focus on strengthening basicconditions, establishment of day to day management of humanism for processmonitoring within the school, external evaluation and information feedback system. Ourtarget towards the building of educational quality assurance system under normalconditions can be operated and the ultimate aim is to promote long-term sustainabledevelopment of the individual and the school.
