Study On The Reform Of Property Right Institution In China’s Public Sport Facilities

The property right has been the key content of the public institution reform in China’s sports facilities all the time. It plays a significant role in promoting public facilities’benefits and public sports service. Using the methods of the literature review, expert interview, field survey and mathematical statistics, focusing on Sports facilities’ property right institution reform, this paper applies’a bundle of rights’and’a bundle of relationships’property right theories, analyses the historical changes and present situation, studies regional differences, exposes influential factors, offers reform aim of public sports facilities by their categories in different regions, and promotes suggestions for raising public sports service level in China as a whole.①The property right change of public sports facilities is influenced by state progressive economic transition way and public institution reform, and is also the results of sports facilities intiative transform. Following the institution arrangement and creation, the organization aim, organization form, funds resource, property right structure of public sports facilities have been separated. Public sports facilities’classification reform have satisfied the basic requirement gradually.②At present, by adjusting property right structure and delimiting relationship between operator and government, the majority of public sports facilities that engaging in operation have realized separation of managing and operating enterprises in different extent. But the separation still stops at the level of organization separation between management and operation; the organization function, governing structure and supporting policy needs to be improved.③The main problems of property right institution reform in China’s public sports facilities are:organization aim is unclear, supervised and incentive mechanism is lacked,the boundary between managing and non-profit making assets is unclear, private property right involvement is lacked, and reform related policy is unsatisfied.④There’s an obvious regional difference in operating level and benefit of China’s public sports facilities. Under eastern perfect institution environment, the closer to the market, the better facilities benefit has been obtained. Although property right institution has been adjusted, the reform situation of the public sports facilities in middle and western areas is still undeveloped, because the area environmental impact.⑤ The easten area succussful factors that affects facilities institutional reform includes the market environmenten, the funds advantage, and other factors of the changing institutional environment, such as the local government initiative, supporting policies and sports facilities’business experiences.⑥There are two crucial issues need to be solved in the deep reform of property right institution. On the one hand, the market environment, the transform pressure, the local government behavior, the imitative effect, and the public opinion should be paying more attention. On the other hand, we should focus on the interior, such as governing structure, asset management, personnel system, social security, etc.
