Early childhood education brings a wide range of benefits, for example, better child well-being and learning outcomes as a foundation for lifelong learning; more equitable child outcomes and reduction of poverty; increased inter-generational social mobility;and better social and economic development for the society at large. But the magnitude of the benefits is conditional on "quality". But all these benefits are conditional on "quality". Expanding access to services without attention to quality will not deliver good outcomes for children or the long-term productivity benefits for society. Furthermore, research has shown that if quality is low, it can have long-lasting detrimental effects on child development, instead of bringing positive effects. In our country, because the public education resources can not meet the needs about early childhood education services of parents, the rapid development of Non-Governmental Kindergarten occupies the entire half of preschool education. However, Non-Governmental Kindergarten education market is not mature, not standardized and absence of government supervision and support in our country, leading to the Non-Governmental Kindergarten education quality varies greatly, which generally are low. Whether public or private, early childhood education has strong positive external benefits. Therefore, to ensure the quality of Non-Governmental Kindergarten education need government intervention. However, how is the status of our Non-Governmental Kindergarten education quality assurance in government governance? What are the problems of government governance? How to effectively guarantee the basic quality and continuous improvement of Non-Governmental Kindergarten education by the government? It is still lack of systematic research. Of special significance to the development of China’s Non-Governmental Kindergarten and realistic understanding of the situation, and the key role of governance based on the important value of the quality of early childhood education. How to ensure the quality of Non-Governmental Kindergarten education from the perspective of governance is becoming a trend of reality and theory.The research includes three parts:"interpretation of relative theory", current situation investigation" and "path construction", altogether five chapters.The first part is "theory of interpretation". The concrete content includes the introduction and the first chapter. This part focus on combing and analysis the related literature of Non-Governmental Kindergarten education quality assurance, governance and government governance using literature method. It aims to clarify connotation and extension of these concepts, and to investigate the internal logic relationship between government governance and Non-Governmental Kindergarten education quality assurance. On this basis, the research constructs the analysis framework of this study which includes four dimensions, governance goals, governance contents, governance structure and governance tools.The second part is "current situation investigation". Specific content is the second chapter. This part focus on the status of Non-Governmental Kindergarten education quality assurance by government, mainly using the method of text analysis and interview. First of all, the research collects policy texts on Non-government kindergartens in Chongqing, Anhui, Tianjin and other 25 provinces and cities and then analyzes these texts deeply from 6 dimensions, such as access criteria, funding investment, staff performance, school behavior supervision, quality assessment and monitoring data of children development or outcomes; Secondly, the research conducts in-depth interview among 16 staffs including four preschool education management cadres, four teaching and research staff staffs and eight Non-Governmental Kindergarten principals from 4 counties in Chongqing, using semi-structural interview syllabus from quality supervision policies and supporting measures two dimensions. It aims to examine and investigate the target position of governance goals, the design of governance contents, the responsibilities of governance bodies and the selection of governance tools for Non-Governmental Kindergarten education quality assurance and to clarity the problems and difficulties in government governance.The third part is "path construction". The concrete content includes the third chapter, the fourth chapter and the fifth chapter. This part mainly uses the method of literature. The research constructs valid path to assure the quality of non-government kindergartens and provides some effective governance strategies for Chinese government based on analysis the cause the predicament of government governance at home and learning from good practices abroad.Based on the above investigation and analysis, the main conclusions of this study are as follows:1.The government governance is the leverage to guarantee the quality of Non-Governmental Kindergarten education. However, the leverage effect depends on that government can manage market forces and social forces in a good ways to form a joint force.2. The outcome of Non-Governmental Kindergarten education governance by the government is effected and constrained by the orientation governance goals, the clarity of problems characteristics, the main role of governance bodies, the selection of governance tools, and the external institutional conditions and resources.3.The governance tools fall into six categories:"authoritative tools," "incentive tools", "symbolic and hortatory tools", "capacity tools", "learning tools"," and "system-changing tools". Because of the complexity of the Non-Governmental Kindergarten education quality assurance, any single governance tool is not sufficient to fully solve the problem. Therefore it requires that government apply different government tools simultaneously. Only in this way can government achieve effective governance goals.4.At present, the government governance problems of non-Governmental kindergarten education quality assurance in China are:First, the goals of governance are vague and lack of pertinence; Second, the contents of governance is"one-sided", "modeled" and "Superficial". Third, the responsibilities of governance bodies are not clear and the different governance bodies are not equal, namely that market forces are too strong, while government and social forces are weak. Fourth, the selection of governance tool is "ideal", "administration" and "unity" and "dependence". Fifth, the application of governance tools is alienated. The use of authoritative tools is "one size fits all", incentive tools is not enough, capacity tools is lack of pertinence, the effect of symbolic and hortatory tools is not obvious, less use of learning tools, and the lower level of system changing tools combined with other tools.5.Our Non-Governmental Kindergarten education quality assurance governance goals should adhere to the four principles:fairness, systematization, development and hierarchy. The overall goals are committed to ensuring that all Non-Governmental Kindergarten meet the minimum quality standards and on this basis improving the quality of education constantly. In order to achieve the overall goals, government must take immediate measures to solve the problems concerning illegal kindergarten, teachers development, funding, education quality assessment and professional support, parental involvement, data and monitoring of children’s school readiness and development data of monitoring problem in non-government kindergartens.6. The governance structure of "three strong aspects integrated" is an important precondition for realizing the governance goals of non-Governmental kindergarten education quality assurance.The governance bodies among the government, market, society and non-governmental kindergarten should build a cooperative partnership, take corresponding responsibility in the quality assurance action and exercise their respective powers within the scope of the laws and regulations.7.The construction of "governance tool box" is the practice strategy to realize the governance goals of non-governmental kindergarten education quality assurance. The "governance tool box" is constructed on the basis of introducing the new management tool and change the original tool to achieve the innovation of the governance tools. For realizing the overall goals of the "basic" and "promote the ascension", this research constructs corresponding toolbox for structure quality, process quality and outcome quality of non-government kindergartens. The governance toolbox mainly include eight aspects:classification access system, public investment and incentive system, education quality assessment and promotion system, teacher training and research system, kindergarten curriculum standards and monitoring system, parents involvement system, data and monitoring system. For each aspect, practical strategies are presented as follows.
