The integral development of education between rural and urban areas is a major issue in the balanced development of education in China. Affected by urban-rural dual structure, the gap between urban and rural education is huge, and the uneven development of urban and rural education is mainly reflected in the unbalanced allocation of educational resources, what’s the gap between urban and rural allocation of educational resources? At present, most of the balanced education or education gap are paid attention to in most theoretical and empirical studies, but more perfect or a workable balance index system are not yet formed, then the recognized and scientific measurement tools of urban and rural education are lacked. So the study of the compulsory education evaluation model on allocation of resources is possible.So the study of the compulsory education evaluation model on allocation of resources is possible.In this study, the current major issues of the development of education are explored by mathematical modeling approach.The study was trying to change the past research paradigm in mathematics education that just confine in teaching theory, practice and evaluation. It is a bold attempt to develop research direction of mathematics education, to explore the idea of the complexity of the education policy and to solve the economic problems of combining education by the mathematical model. A balanced development of compulsory education in the allocation of resources evaluation model is constructed and verified by literature, investigation, statistics and mathematical modeling method. It enrich the thinking and methodology on balanced development of compulsory evaluation studies.The study lasted four years. I have visited to Chongqing provincial, county administrative department of education several times. I have some in-depth investigations of the provincial finance bureau, the provincial education departments and eight counties finance education administrative departments, as well as in more than 40 elementary school, nearly 20 interviews with educational administrators, more than 20 experts and scholars in related fields of universities and more than 40 primary and secondary school principals. In order to understand and learn from the experience of advanced provinces balanced development of education, I have specifically visited to the eastern provinces for in-depth interviews about the nearly 10 university experts and scholars. On the basis of the draw and absorb such a heavy experience, mathematical modeling method is used to construct certain operational evaluation model of balanced development of compulsory education resource allocation with a theoretical basis, and its evaluating targeted, index are relatively well.The theoretical value of this study is discussing the meaning of education in educational equity balance, based on the objectives and evaluation model, in order to further promote the balanced development of compulsory education equity and provide a theoretical reference. The practical value lies in the establishment and improvement of educational resources balanced development of the evaluation system, providing a measure of value and evaluation tools for balanced development of compulsory education evaluation, more importantly, it has some practical significance for exploring effectively the path to narrow the gap between urban and rural education, and promote the balanced development of compulsory education, to provide policy advice to the education government.The main contents of this study are the following three aspects:First, Integrated the theory of economics, education, education management and economics, this paper takes an introduction to the related theory of compulsory education for the allocation of resources. It selects the indicators of the balanced development through literature, interviews and encoding analysis.Then, this paper tries to build the evaluation model with the help of the questionnaire, determine the structure of the model by exploratory factor analysis determine the weight of the model’s weight by two rounds of the Delphi method, and calculate the Chongqing the actual data on a county level configuration and divided preliminary.Finally, a small-scale tests is given for the allocation of resources for the balanced development of compulsory education evaluation model. We put an investigation by the appropriate level of the model questionnaire linear expressions.Then we Choose eight samples counties of which degrees of educational resources are accepted as balanced in Chongqing as actual evaluation.Based on the above research, the main conclusions of this study are as follows: First, we construct the resource allocation balanced development of compulsory education evaluation model and preliminary amendment. In detail, the model is y=0.28A1+0.41A2+0.31A3,among which, A1、A2、A3 respectively refers to school conditions, education funding, teacher quality. After internal consistency, exploratory and interactive expert validity test, the model has good reliability and validity.Secondly, a balanced development of compulsory education resource level standards is developed based on the data. Four levels of standards is developed by Combining all District of Chongqing (country).Thirdly, the model is test by the actual data. The model is test through interviews with experts, and it is analyzed by using Chongqing intercollegiate data and the Development of Education case analysis. The results shows that the linear expression model is for higher degree, and the model has good adaptability and effectiveness.Emphasis and difficulty of this study are to try to use all methods of mathematical modeling of compulsory education resource configuration balanced development of the evaluation model. The innovations of this study are the following three points:First, this paper does a research from a new perspective. It breaks the previous stay in the teaching of mathematics education theory and practice paradigm, through the construction of a mathematical model to solve practical problems of the major issues in education; second, this is a new research, urban and rural development in the context of education to try to build a balanced development of compulsory education resource allocation evaluation model;third, there is a new research method:this paper uses mathematical modeling approach to building a balanced development of compulsory education in the allocation of resources evaluation model has a certain degree of reliability and validity and in a small range test measurement and verification.In summary, the present study uses mathematical statistical methods for the balanced development of compulsory education in the allocation of resources to build the evaluation model made a preliminary exploration and useful attempt. However, due to time constraints, there are still some deficiencies as follow:First, this paper selected a broad range Institute including three areas ranging from human, material and financial resources, so the research is not deep enough; second, this paper only select a national co-ordinating education reform experiment area as the study sample, resulting in insufficient validity of extrapolation. The study did not expand in the country, so the future can continue to further improve and in-depth research.
