During past over 30 years of the Chinese-Foreign Cooperation in Running Schools(CFCRS), there has been an increasingly extensive attention on the teaching quality of CFCRS since the curriculum is quality assurance in personnel training. It is probable therefore that discussion on the teaching quality should be tightly focused upon its curriculum.This paper seeks to remedy it by analyzing a considerable amount of literature, doing case study on curriculum of CFCRS through Knowledge Theory of Value, Cross-Cultural Theory, Educational Goal Theory and Curriculum Theory. The researcher seeks to investigate the potential problems and its decisive factors, come up with constructive design for the curriculum to meet the new requirements on personnel training of CFCRS and intends to propose effective and achievable strategies on curriculum.This paper has been divided into seven parts. The first part deals with the backdrop and the reasons in choosing such a topic as well as some relevant issues. The Second Part gives a brief overview of relevant literatures, especially demonstrating Knowledge Theory of Value and the selection for curriculum knowledge in CFCRS; Cross-Cultural Theory and cultural diversity in CFCRS; Educational Goal Theory and personnel training targeting and its size in CFCRS. It also includes Curriculum Theory and the construction for curriculum system in CFCRS. The Third Part reviews the evidence to clarify and analyze personnel training objectives, curriculum design, curriculum implementation, teacher training and etc. through case studies to seize the status quo of bachelor courses in CFCRS. The Fourth Part begins by analyzing the current problems existing in courses in combination of case studies, and then go on to indicate the issues in current bachelor courses as following: Dependence and floating curriculum objectives; plattering and transplantation in curriculum planning; conservative and unity of curriculum implementation; teachers’ inadaptability. It will then go on to analyze the determinants on problems from curriculum concept, curriculum mechanism, school environment, cultural diversity. The Fifth Part takes the problems and reasons into consideration, then puts forward ideas to design curriculum from the views of curriculum system and curriculum implementation. Firstly, our research is to set ‘openness’, ‘coordination’, ‘sharing’, ‘innovation’ and ‘cross-culture’ as basic principles to design curriculum and to define the targets as ‘national identity’, ‘internationalization’ and ‘integration’; Secondly, it is to highlight the ‘globalization’ nature to build the curriculum system based on modules; Thirdly, it is to revolve in-class teaching, practice teaching and overseas training to design curriculum. The Sixth Part introduces implementation strategies in CFCRS. First, it is to establish the curriculum concept of innovation, openness, people orientation and integration. Second, it is to create the curriculum culture oriented from: each one will benefit from its advantages; the advantages will help each other; multiple advantages will combine together. Third, it is to expand approaches in implementing curriculum in CFCRS. That is to construct the practical strategies on in-class teaching involving “student-oriented teaching”, “energetic teaching”, and “bilingual teaching”; Meanwhile, it is to utilize fully the advantageous educational resources on the internet from China and overseas and to develop domestic practice and overseas training simultaneously in combination of traditional and modern teaching methods so as to achieve diversity in implementing curriculum. Fourth, it is to identify the basic requirements for building the teaching teams in CFCRS and then to demonstrate that teachers should be capable of showing magnanimity to multiple culture and being strongly patriotic to their nation. Moreover, these teachers should become excellent bilinguals and professionals. Based on the basic requirements above, our research is to propose strategies on building teaching teams of CFCRS and pay more attention to attract overseas talents inward and foster training domestic talents. It will then go on to discuss on how to standardize the teaching of foreign teachers to focus on the teaching quality. Fifth, our research will establish and perfect the curriculum mechanism in implementing process from the views of vertical administration, Daily operation and management and the third-party evaluation. The Seventh Part gives a brief summary of the research. First, identify the main problems in current curriculum in CFCRS and point out the causing factors underneath them. Then, implement curriculum design systematically involving curriculum objectives, curriculum system and curriculum implementation based on the requirements for economical development home and abroad and also for students’ growth and success. Finally, create the curriculum concept of CFCRS, bring about curriculum culture, expand approaches in implementing curriculum, build teaching teams and perfect the curriculum mechanism so as to construct the implementable strategies on curriculum in CFCRS. Finally, it points out that there are still many deficiencies in this study, such as the curriculum designing scheme is not perfect enough, the construction of curriculum implementing strategies need further enrich, and so on. This paper is just a starting point, not a destination, The author will continue to explore, and strive to make the researching conclusion put into the practice of CFCRS.What the fundamental purpose of Sino foreign cooperation in running schools is to promote the reform and development of higher education in China by means of introducing foreign high-quality educational resources so as to make full use of them. The curriculums are the key points to the cultivating of the talents with international competitiveness. Therefore, curriculum is the core of the introduction of high-quality education resources. And how to absorb, digest and utilize them is the main care of this research.
