Research On The Coordinated Development Between The Regional Economy And Higher Education

Since the deeply development of structural reform and structural adjustment of higher education in China, the hierarchical structure and discipline structure of our higher education are tend to be more reasonable. For the reason that the analysis and understanding of the relationship between regional higher education and economic has great significance in further reform and structural adjustment, it has been widely considered by levels of management and academics.In this paper, according to the realistic of our higher education, by using the tools of management science, operational research, econometrics, statistics, system science and pedagogy, the economic areas and higher education areas corresponding to levels of economics and higher education are determined, then the correlation between regional economic and higher education at the macro-level and the micro-level, as well as at the short view and the long-term perspective are comprehensively and systematically analyzed.The main contributions of this paper are summarized as follows:At the micro-level, according to the partition of the economic areas and higher education areas, the correlation analysis among types of indicators of economics and higher education are finished by utilizing the combined correlation analysis method. Then, by applying the regression analysis, the affection of economic to higher education in different areas is discussed, and vice versa. The conclusion shows that there exist significant differences among different areas, and the overall size of higher education would change in the opposite direction with economics in the area with certain economical level.When coming to the short view, the data envelopment analysis(DEA) method is considered. Firstly, the interactive affection between regional economic and higher education is studied. Secondly, the number of higher educational institution, the number of faculty, the number of faculty and the invest higher education are seen as indicators of higher educational scale, based on which an optimized regional higher educational scale is determined based on the multiple objective optimization model. The empirical analysis concluded that the technological changes(techch) and total factor productivity changes(tfpch) are tend to be increasing in the developed area with respect to other areas. Besides, the optimized scales of higher education corresponding to levels of economic are also provided.With the long-term perspective, the information of all indicators of regional economic and higher education is predicted through introducing the concept of combination forecasting with induced ordered weighted averaging(IOWA) operator. It can be derived that the combination forecasting can effectively obtain the future tendency of regional economic and higher education and fatherly provide the decision maker with objective data information to make right economical and higher educational polices.At the macro-level, the notion of compound system is introduced to measure the coordinated development and changes of economic and higher education in given area. A new modified coordinated development model is put forward on the basis of traditional coordinated development, which can consider the effectiveness of each sub-system when combining. The proposed coordinated development model extends the concept of coordination by combining the general means. The numerical examples shows that the coordination of types of areas is totally increasing, but with lower levels. Correspondingly, we provide with some suggestions and measures at the end.
