The International Comparative Study On Regulation Reform Of Power Industry

The power industry is a natural monopoly industry with great social economic impact and complex technical and economic characteristics. With the technology progress and the development of social economy, power industry’s boundary of natural monopoly have been changing constantly. The natural monopoly and the externalities of the power industry inevitably requires for the government regulation. Therefore, many countries have carried out different researchs as to find out the best solution to improve the economic efficiency. In developed countries, Britain and the United States started the reform much earlier than the others. While in developing countries, Latin America is the pioneer of power industry reform, Chile, Argentina, Brazil and some countries carried out their own regulation reform, which helps to cultivate the most open and competitive power market in developing world. Through the systematic analysis on the above-mentioned regulation reform’s causes, target, mode and effect, this paper tries to provid reference for Chinese own power industry regulation reform.Since the1985, Chinese government has conducted three regulation reform,which is different in its goal, direction and focus as well as in its achievement. This paper applys the method of econometrics in testing the result of the reform, trying to make an objectively judgment, as to find out the foundation and prerequisite of the future reform. The study shows China’s regulation reform helped to promote the development of power industry and efficiency, while the price formation mechanismthe and service quality needs to be improved. For the purpose of promoting effective competition, improving management&service, and enhancing the overall efficiency of power industry and national economy, the reform must be deepened. During the "12th Five-Year" period, China’s power industry reform should focus on building the perfect legal system of the power industry, and improve the supervision and control functions to optimize the price mechanism, improve the efficiency of industrial economy, build power development in line with the requirements of low-carbon development mechanismand.
