The Central Area of China, with the total area of1.02million square kilometers, which takes up10.7%of Chinese territory, is composed of six provinces-Shanxi, Henan, Jiangxi, Hubei, Hunan and Anhui. It holds a population of361million,28.1%of Chinese total population. Rich natural resources in this area ensure a decent foundation for the development of industry and agriculture, so the Central Area plays an indispensable part in the overall set-up of Chinese regional development. To realize the rejuvenation of the Central Area, cultivating talents is the key. The essential way for the Central Area to surpass the Eastern Area is to speed up the development of human resources, especially in rural areas, and enhance labors’quality as well as regional creativity. Only when we thoroughly realize the status quo of the development of human resources in Central Area, take effective measures to speed up this task, and seize every opportunity, can advance the rejuvenation of the Central Area.In the process of the Central Area’s rising, the development of rural human resources has met an unprecedented golden opportunity; however, it also has faced different kinds of challenges. In the Central Area, the density of population is big and there are so many agricultural people. Besides, the pressure of transferring the agricultural labors is high. Each province in the central area is mainly a big agricultural province. The main body of human resource is in rural and the main method of developing the rural human resource is education. But at present the rural education in the central area still has a certain disparity among the aspects of exploiting rural human resource, accumulating and transferring rural human resource capital and promoting the quality of rural labors etc. The central area should speed up to shift the rural labor force to the non-agricultural industry. The essential way of realizing the optimum allocation of rural human resources is the realization of the rural modernization, urbanization and industrialization.The successful experience of the development of rural human resources in Eastern Area as well as the effective measures which the Western Area has done will provide beneficial lessons for the development of rural human resources in central area.
