Rural small and medium-sized enterprises are the main body of the rural social-economicdevelopment and the major carrier of the strategic maneuver of “supplement agriculture withindustry and countryside with cities”. Ever since2002, great improvement has been achieved in thereform of rural financial system, and the reform of Rural Cooperatives, the establishment of PostalSavings Bank of China and the organization of new rural financial institutions as of village andtown banks and commercial corporations for small-amount loans have eased to a certain degree thedifficulty rural small and medium-sized enterprises have in obtaining financial support, but theseenterprises’ having difficulty in financing is still the bottleneck in building up the new socialistcountryside. In this thesis, the author intends to analyze the allocation of financial resources, capitalsupply-and-demand in rural financial market and the financing willingness and action preferencerural small and medium-sized enterprises have shown in financing, and propose measures to solvethis problem from the perspectives as of government, society and enterprises so as to bring forwardthe balance allocation of rural financial resources, and thus provide theoretical guidance and relatedsuggestions for the decision making of enterprises, financial institutions and the government.This thesis is based on related economic and managerial theories and is to study the financingbehavior of rural small and medium-sized enterprises from the perspective of behavioral economics.The methodology author employs include empirical analysis and normative analysis, qualitativeanalysis and quantitative analysis, comparative analysis and historic analysis as well as thecombination of field investigation and questionnaire.In this thesis, the author reviews related researches conducted both at home and abroad, andanalyzes the allocation of financial resources and financing theories concerning rural small andmedium-sized enterprises and illustrates the relationship among rural small and medium-sizedenterprises, rural finance and rural economy from the systematic perspective from the part to thewhole with finance as the starting point and that from the whole to the part with society as thestarting point.The author then analyzes the financial behaviors of rural small and medium-sized enterprisesconcerning financial supply and demand, discussing the present supply and demand in rural financeand investigates on a deep level the reasons for conflicts in rural financing on the basis of which theauthor analyzes the loaning behavior of rural small and medium-sized enterprises with SCP.On the basis of investigations on the financing status quo of rural small and medium-sizedenterprises, the author analyses the features of their financial demand and builds up a model as ofLogistic, analyzing positively the financing willingness of such enterprises.The author conducts case research on the financing of rural small and medium-sizedenterprises, showing that relation-type financing loaning can effectively ease the pressure offinancing difficulty rural small and medium-sized enterprises meet. The author then proposes thehypothesis of “small banks’ advantages” and further reveals the relation between “small banks’ advantages” and relation-type loaning, and then concludes that the prisoner’s dilemma exists in awide range between the borrowing and lending participants of rural financial market and effectiverestraining systems should be built to make up the deficiency the relation-type financing has left.Based on the analysis above, the author proposes the idea of restructuring rural financialsystem. The author first analyzes the necessity of restructuring new rural financial service systemfrom the angles of the development of modern agriculture, the development of rural small andmedium-sized enterprises, the propelling of rural township development and the building of newcountryside, and then offers the targets and thought in rebuilding new rural financial service system.Finally, the author proposes measures to handle the difficulty of financing posed to small andmedium-sized enterprises, which include: firstly, the government should strengthen policy supportand improve the financing environment for these enterprises; secondly, the society should intensifythe social obligations of finance; thirdly, rural small and medium-sized enterprises themselvesshould quicken their pace in self-improvement; fourthly, the improvement of ecologicalenvironment in the countryside should be quickened.
