The development of industrial investment fund is the response to this trend and an important innovation of the financial system.Industrial investment fund in foreign countries has a long term development. It provides important support to economic development and industrial structure optimization. In China, industrial investment fund is still a young industry, but its unique characters have attracted great attention in both theoretical and industrial sections, especially compared with other traditional financial ways. Industrial investment fund is not just a financial innovation, but also an inevitable manifestation of economic system progress. It’s an important change which is suitable for Chinese current economic development.The important influences of industrial investment fund to promote economic development manifest mainly in three aspects. First, it is a financing modes innovation based on industrial structure adjustment and optimization, and it directly affects the basic industries and strategic industries. Especially for strategic emerging industries, the development level of financing system directly affects the emerging industries’development scale and speed. Secondly, the development of industrial investment funds provides an important platform for promoting the efficiency and return of Chinese capital operation. With Chinese economic development and market system improvement, a lot of money operating institutions appear in China, such as private saving capital, pensions, social security funds, commercial banks and financial firms capital, etc. This large amount of capital needs healthy and safe operating ways to add value. Industrial investment funds provide a good platform for the operation of large capital. It’s a important support to maintain financial order financial security. Thirdly, Chinese economic development is in crucial moment:the reform of economic structure and social system makes the macro-economy even more complex, and China is more and more important in international affairs. How to further integrate into the global market? How to play as a big country in international affairs? These are two important external questions we have to face to and these two questions are hard to settle down in short time. To settle down them, we must rely on the coordination of market and government. Neither of them can settle down these questions alone. Industrial investment fund is an effective means to combine government strategic thoughts and market operation. As industrial investment funds play an important role in Chinese macro-economy development, we must work hard to develop industrial investment funds. In the early stage of industrial investment funds development, government policies, especially fiscal policies and financial capital are crucial factors to determine the development direction of industrial investment funds.
