This topic mainly focuses on the issue of Smart Cities Assessment and the way to set a new Evaluation System which can meet the demands of Zeitgeist and China’s national conditions. Smart city assessment issue is an important component of smart city construction.On one hand, it can help the government to guide and direct the activities of Smart-city Construction, on the other hand, it can reflect and give feedbacks to the audience. The Establishment of Smart city evaluation system aims to recognize the key variables which affecting the intellectual level of the city and to what extent each key variable affect on the overall urban smart degree.One the one hand, This airticle absorbs the latest research results of "Smart City Assessment System"both in China and Abroad. Specificly, this article chooses ten "Assessment System of Informalization Level" from the US, EU, Japan, Korea, Austrilia, Canada and the UK. Besides, this aricle chooses ten latest "Smart City Assessment System"of Beijing, Shanghai, Nanjing, Ningbo, etc. Combine these twenty systems as one. On the other hand, collect all sorts of data through visiting both government websites and company websites and use these data as samples to take the correlation test, reliability test and weight calculation. Next, standardizing these data, using fuzzy set theory for index selection, and according to the definition of DPSIR on Wikipedia, classifying-the indexes, thus, simplifying the system, generating indicators system. Additionally, using ANNs algorithm and SPSS platform to determine the indicator’s weight, taking the reliability test, adjust and modifying system and generating "Smart City Assessment System" eventually, and test reliability of the system. Through the researching work above, this article finally establish an Assessment which is combined from3level,5aspects and37indexes.The Indexes of Final Assessment System is colleted from the "Assessment System City Informalization Level" of Developed Countries, like the US, EU, Japan, Korea, Austrilia, Canada, etc, and Domestic"Smart City Assessment System"in the past three years. The index sourse is not only diverse but also timeliness. The Selecting Process, based on the Fuzzy Set Theory, is objective. The Classifying Process, based on the DPSIR model, is creative. The Computing Process, based on the ANNs Algorithm, is precisive and reliable.This article adopts the DPSIR model, ANNs and fuzzy sets for the first time as tools to build the smart city assessment system, which plug the vacancy of Academical Field.The results of this research is not only the summary of "Smart City Assessment Syetem"in China and Abroad, but also the innovation of present "Smart City Assessment Syetem".
