The dissertation studies the performance management of the service-orientedgovernment. Based on the review of the theories and the analysis of the currentproblems of the service-oriented government performance management, it presentsthe system structure mode of the performance management, studies the performancegoal setting, performance evaluation and performance improvement in depth, andfinally, it applies the research results to the performance management practice. Themajor research results include the followings:First, the dissertation summarizes the basic characteristics of the service-orientedgovernment performance management, and then it studies the service-orientedgovernment performance management system structure, and analysis theservice-oriented government performance management functions from managementresponsibilities, management process and management level separately. Finally, itputs forward the service-oriented government performance management frameworkstructure based on the five functions that are performance goal setting, performanceimplementation, performance evaluation, performance feedback and performanceimprovement, and integrates the structure model and performance functions in detail.Second, the dissertation puts forwards the performance goal framework structureincluding government performance dimension, management function dimension andperformance level dimension, points out the future orientation of the performancetargets system of the service-oriented government performance managementcombined with overall requirements of China’s social development, which willprovide the basis for the subsequent construction of performance evaluation indexsystem and performance improvement.Third, the dissertation studies the performance evaluation methods. It constructs theperformance evaluation index system, puts forward the performance evaluationmethods based on fuzzy theory including the performance evaluation method ofservice-oriented government based on fuzzy DEA and fuzzy comprehensive evaluation method. The methods can solve the performance evaluation problems withless initial data, uncertainty qualitative indexes and incomplete information, which iscombined with qualitative and quantitative technologies, in make full use of expertknowledge and experience at the same time.Fourth, the dissertation studies the performance diagnosis and improvement methodsbased on process optimization technologies. Firstly it applies the processreengineering theory to the government performance diagnosis, proposes the processdiagnosis method based on fuzzy grey relation theory. And then, it introduces theprinciple of QFD to the performance improvement and puts forward the improvementmode framework based on QFD theory.At last, the dissertation applies the research results to the daily work of thegovernment departments and obtains better effectiveness, which is verified thefeasibility and effectiveness.
