| Urban management of modern metropolis city involves a wide range of issues from trashpickup, facilities maintenance to emergencies response to incidents such as fire, earthquakes. Thedistrict or county government of a metropolis city, undertakes the "local administrator" legalresponsibilities to all kinds of daily events and incidents. But at present, there are many problemsin the urban operation and emergency management of a district or county government, such asoverlapping organizations and functions, inefficient mechanism, and inadequate capacity. In thispaper, based on the research of the theory of city operation and emergency management, andinvestigation and analysis of the current situation of domestic and foreign management model andpractice, the current situation and development trend of modes of urban operation and emergencymanagement were analyzed and summarized. Based on the summary analysis of the exploringpractice of the "3+1" urban management mode of Haidian District of Beijing, the system andmechanism of urban operation and emergency management of the municipal district and countyare further straightened out and perfected, and an integration mode of urban operation andemergency management of the municipal district and county, characterized as "department andarea linkage, routine operation and emergency management integration, resources integration, andscience and technology to support", are put forward and practically implemented in HaidianDistrict of Beijing. |
