To propel basic public services equalization is an important measure for The Communist Party of China and Chinese government to improve people’s livelihood and improve social justness. Since Sixth Plenum of the16th CPC put forward the policy of basic public services equalization, our government gradually defines the objective, extent, level of basic public services equalization, increase funding for this area, put basic public services provision result into government performance evaluation system. Basic public services equalization is touch-stone and baton for governments at all levels to establish the new service style government in China. Therefore Conducting Research on basic public services equalization reformation has a very important theoretical meaning and comprehensive application in the current period.The dissertation consists of three parts of the preface, five charters and the epilogue; five; charters are the most important content among the dissertation.The preface is a kind of introduction, is the first part of the dissertation. This part mainly described the reasons and the research meaning, research contents and concept definition, the background, at home and abroad, and other research literature review, research tools and research thinking, research approach and innovation intention.Chapter one subjectively apprises through the basic public services Non-equalization existing in china at present time. This dissertation selects four kind of basic public services such as compulsory education, basic medical insurance, basic endowment insurance and public employment service, according to the authority statistics from the state’s official agency, reveals the objective and subsistent fact of basic public services Non-equalization. It paves the way for further research.Chapter two does the reflection and analyses on the institutional barrier for basic public services Non-equalization. At first, this chapter defined the meaning of basic public services equalization system. And built an analytical framework made up of system of organization, mechanism and legal system which relationships is intrinsic logical. Then explain and reveal the institutional barrier for basic public services Non-equalization from the angle of view of basic public services system of organization, mechanism and legal system in a systematic and detailed way.Chapter three elaborates on institutional innovation of basic public services equalization. This chapter thinks that governments at all levels should make the plan of basic public services equalization development strategy if they want to propel basic public services equalization reformation, and deploy a chart a route for propelling basic public services equalization, and design a definite time-table, and supervise all the government to carry out policies and guidelines by the chart a route and time-table on basic public services equalization. And change economic gain orientation into basic public services orientation. Enhance progressively funding in the scope of basic public services equalization; strive to promote governmental functions towards the simultaneous development. Furthermore, we should match government’s governance rights and Local authority property rights, in order to improve government’s ability for providing the basic public services equalization. Finally, we should establish effective administrative systems such as household register system, social security system, and so on.Chapter four elaborates on Mechanism Innovation of basic public services equalization. This chapter regards basic public services enforcement mechanism as all-important security effect for implementing basic public services system and legal system. First of all, basic public services making-policy mechanism with relation to the demotic demand for basic public services which it whether transport to government agenda or not. So we can say that the Decision Level of basic public services is the necessary preconditions that ensure the public services cater to people’s demand, is the necessary measures to enhance the efficiency and quality of the basic public services. And the diverse basic public services assessment system is a tool for assessing government’s basic public services performance. Besides, our government only make innovations on basic public services making-policy mechanism, providing-mechanism and assessment system, so that they can guarantee the best services for people effectively.Chapter five mainly explains how to innovate legal system and institutions about carrying out basic public services equalization. This chapter thinks establishing sound basic public services legal system and institutions is the most institutional guarantee for basic public services equalization. So government should strictly observe honesty legislation principle, on one hand, establish some laws and regulations for abstract administrative acts; on the other hand, come on some nationwide Specific Criteria for basic public services equalization. So that there are laws for governments at all levels to abide by. And on That Basis, bring administrative accountability into force. In order to make basic public services equalization.The epilogue is the third part of this dissertation. These parts mainly draw a conclusion on this dissertation, and prospect the next study of the research on the basic public services equalization. At first, this part makes comparisons with the research achievement both outside and inside the country, then make deep reflection on formal institutions on which impeding basic public services equalization put fair just principle as the spirit and quintessence during the whole course of basic public services equalization institutional innovation, and raises some distinctly innovative viewpoint and opinion. At the same time, this part make some predictions, with development of Chinese system and legal system about basic public services equalization, the research in The Field will take place some changes. First, the research Concentration will change formal institutions into informal institution; second, it will take place from institutional building to operating mechanisms.
