Contemporary China In The Administration Of Public Participation In Research

Citizen participation, also called public participation, refers to all the activities that the common citizen held to influence political decision-making and public life. As an old political practice which can be dated back to ancient Polis Democracy, citizen participation has function well in realizing citizen rights, restricting public power, enhancing scientific decision-making, nourishing public spirit and maintaining the stability of society, which are in line with the requirement of more true and pragmatic democracy of current democratic practices. And because of this, citizen participation is accepted by the political academic research field and shows the trend of strengthening in most countries in the world.In China, citizen participation in administration has experienced the stages of From no to yes, Promotion from top to bottom and Participation from bottom to top, and has produced economic, political and social benefits. However, it is still face great challenges, and need to find some way out. Hence, it is necessary to do some research on this topic. In the academic research field of politics and administration, the study of citizen participation in administration is very rare. Based on the theory of participation democracy, deliberative democracy, public governance, and democratic administration, and reflect on the current situation of China, this article made a detailed introduction of the development stage, different types, and the concrete forms of citizen participation in administration of current China, discussed the problems of the factors that involved in, the inner contradictions, and the deficiency of institution design and arrangements. Case of Arming refinery project in Kunming was also analyzed, as a negative example, to describe the negative influence brought about by the lack of citizen participation in administration which is in urgent need and of great significance. Thirdly, in this dissertation, citizen participation in administration mechanism of other countries and areas such as Swiss, The UK and the EU, is used for reference, and compared with that of China. Finally improvement suggestion was proposed, including the establishment of the system of deliberation participation, the setup of good relationship between government and citizens, the reform to build up an open and democratic administration, and the legalization of administrative deliberation.In one word, citizen participation in administration of current China is still practically at a primary stage which behave in the imperfection of its institution design and scarcely application in the practice of government administration. However, it does not mean that citizen participation in administration can not be carried out in China, the gate of hope will be opened by nurturing the consciousness of democratic deliberation of government, improving the capability of policy-making of citizens, shaping the public reason of different groups, and legalizing the deliberation institution.This article is composed of five parts with main ideas as follows:The Introduction focused on introducing the background information and significance of citizen participation in administration of current China, reviewed domestic and external research in this field, explain the theoretical basis of citizen participation in administration, listed the fundamental guidelines, set forth the goal, and put forward the assumption, structure and ways of analyzing of this topic. The core conceptions were defined and differentiated from similar concepts as well.Chapter One, The Rise and Development of Citizen Participation in Administration of Current China gave a general description of the reason of its rise and three different stages of its development, discussed the various types and concrete forms, and explored its advantages and disadvantages.Chapter Two, Analysis Of Institution of Citizen Participation in Administration of Current China Research has been done from angles of the factors that involved in, the inner contradictions, and the current situation of institution arrangements of citizen participation in administration of current China, and problems were found out from the current institution arrangements and design, which put the citizen participation in administration of China in dilemma.Chapter Three, Case Study of Citizen Participation in Administration of Current China took the refinery project of Arming in Yunnan province for example, analyzed the result of questionnaire survey, discussed the necessity and significance of administrative deliberation and analyzed the hiding negative consequence might brought about by citizen participation.Chapter Four, The Development Strategy of Citizen Participation in Administration of Current China Different mechanisms of Citizen Participation in Administration, of Swiss, The UK and EU were introduced, and compared with that of China. Based on Government gave four suggestions of how to develop Citizen Participation in Administration in China, and that includes:the establishment of institutions of deliberation participation, the setup of good relationship between government and citizens,, the buildup of an opening and democratic bureaucratic system, and, the legalization of administrative deliberation.The main viewpoints were put forward in this dissertation as follows:1. Citizen participation in administration refers to all the activities that under the trend of modern democratic politics and democratic administration, based on the public reason, the common citizen attempt to influence the administration carried out by government and try to intervene the policy-making to make it in line with the public interest.2. Citizen participation, also called public participation, refers to all the activities that the common citizen held to influence political decision-making and public life. As an old political practice which can be dated back to ancient Polis Democracy, citizen participation has function well in realizing citizen rights, restricting public power, enhancing scientific decision-making, nourishing public spirit and maintaining the stability of society, which are in line with the requirement of more true and pragmatic democracy of current democratic practices.3. Citizen Participation in Administration of current China have experienced the periods of embryonic stage, exploration stage and thriving stage respectively, and can be divide into four types during its evolution:policy-making participation, consultation participation, hearing participation and coordination participation. It is a combination of promotion from top to bottom and participation from bottom to top, indirect participation and direct participation. It tries to both realize the public interest and reconcile different interest relationships, and reflects the principles of respecting common people and democratic centralism.4. The institution arrangements and design of Citizen Participation in Administration of current China are the manifestation of functional association of its constitute elements, in which exist four contradictions between mighty government and weak citizens, public interest and private interest, system rationality and practice irrationality, and appeal for policy-making information sharing and government monopoly of information.5. The development of Citizen Participation in Administration of current China mainly depend on the establishment of institutions of deliberation participation, the setup of good relationship between government and citizens, the buildup of an opening and democratic bureaucratic system, and, the legalization of administrative deliberation.
