Shaping For Social Actions Of The Folk Philanthropic Foundation On The Structure Of Welfare Pluralism

Welfare Pluralism has played a more and more important role in western social policy domain since1970s. In addition, it has influenced welfare system reform in China since1980s. A main modification and supplement of Welfare Pluralism in the later stage is addition of the concept of civil society to original research paradigm (state, market, and family). What role is played by non-profit organizations in the current development process of welfare pluralism in China? Will it become the link among the government, market, and community as foreign scholars say? Will it facilitate partial interests of private people to be in line with public interests? This paper selects Free Lunch Fund Management Committee of S Fundation as the case study object, so as to survey and to research its roles and functions in welfare distribution system.Such folk philanthropic foundation started from the microblog has the feature of civil society. They feed back social demands rapidly through the network, becoming an intermediary for citizens to participate in social public affairs; they acquire supports and various resources of social individuals through providing them various convenient and fast ways to participate in social public affairs; they gain the legal identity of public services through cooperating with official charitable foundations.There are two key factors about the welfare service:"Financing and Authorizing of Services" and "Actual Delivery". According to this way, the different participants who will provide service for the poor children in the rural nutrition improvement fields can be divided. The folk philanthropic foundation and the governments in different levers are as the roles of "Financing and Authorizing of Services", while enterprises and public institutions are as the roles of "Actual Delivery". In the following, the interactive relationship between the folk charitable philanthropic foundation and subjects of the other kinds will be analyzed.The role as a policy pioneer of the folk philanthropic foundation is very outstanding during the interaction with central government, which has been discovered in the research. In addition, the action advocacy mode of facilitating national public policy with strategic welfares is adopted. Finally, the social rights of folk charitable public welfare organizations condensed through organizations have accelerated national policy agenda. However, the central government doesn’t give more roles to the folk philanthropic foundation in the level of policy implementation, and they are lack of institutional interactive mechanism.Before the national policies, the folk philanthropic foundation attracts local governments to cooperate with them mainly depending on resource superiorities. Whether the cooperative relationship between them can be achieved or not mainly depends on personal interest standard of local governments’ leaders. After introduction of national policies, because the central government doesn’t give roles and rights to folk charitable public welfare organizations in the policy implementation link and policy making is not perfect, that folk charitable resources and national financial resources can not be integrated in system.Whether the cooperative relationship between them can be achieved or not still mainly depends on personal interest standard of local governments’ leaders.However, even facing with project development difficulties, the folk philanthropic foundation positively guides local governments to change policy implementation mode with their own limited charitable resources and project experience superiorities, so as to realize intelligent use of welfare resources.The folk philanthropic foundation may purchases governmental public service mode, namely "counter-purchase mode", which is generated during interactions with the public institutions The primary causes for the appearance of counter-purchase mode are simplification of rural welfare service subject and omission of NGOs. Counter-purchase mode can realize effective use of charitable resources, but it will hurt non-governmental nature of the folk philanthropic foundation and the primary interests of public institutions, so it is not in favor of their long-term cooperation.Different roles of enterprises as charity donors and enterprises as welfare manufacturers are distinguished in the thesis. During interactions with the former, the folk philanthropic foundation adopts a series of enterprise marketing modes, to build their own public-welfare brands and to win cooperation and resources. Their interaction and cooperation are built on the basis of market principle. During interactions with the latter, the folk philanthropic foundation, as raising and authorization objects, rejects enterprises. Primary causes are as follows:the folk philanthropic foundation highly depends on the public in resources and the public can not accept that their charitable donations are used for enterprises’profits, so the folk philanthropic foundation as a raising object, will not cooperate with enterprises directly.Through the above analysis, it is found that the folk philanthropic foundation has broken through the role of fund supplement subject in welfare distribution system, which has played an actively guiding role in reasonable allocation of welfare resources in China. However, they are lack of accurate control and identity approval of the government and they are not made up of interest groups directly, so they can not become an independent force to check and to balance with the government and market. It can be said that the welfare pluralism pattern in China displays a kind of disorder and low-efficiency status in the allocation of welfare resources. The central government shall appear in the role of meta-governance in the decentralization policy implementation mode, to confirm basic order in the welfare pluralism pattern. In short, future development and positioning of the folk philanthropic foundations still depend on approval and empowerment of the state on their organizational identity at present.
