As a basis of the Party’s entire work and fighting force in the countryside, Partymembers in rural areas assume the responsibility of revitalizing the countryside,developing agriculture, and enriching farmers. Their important role and functiondetermine the importance of strengthening the education of rural Party members.Their qualities and the new situation and problems they face make it not onlynecessary but also urgent to further the education. It is of great significance to studythe educational resources and opportunities to upgrade the rural Party members’qualities so that they can play an even better part.Starting from solving the problem of opportunity inequality and resourcesimbalanced configuration, we made a study of rural Party members’ educationresources and opportunity configuration. Through theoretical analysis, investigation,and summarization, we upgrade and further develop the theoretical system andorganization manner; explore effective ways to strengthen rural Party members’education and improve the qualities of rural Party members; offer theoretical supportand guidance to build a better staff of rural Party members against the background ofbuilding new socialist countryside and a richer society.Having summarized the research results of international and domestic studies onrural Party members’ education, we found that no systematic studies have been made in this respect. Through the analysis of national educational resources andopportunities, Party members’ education, rural Party members’ education, and thequalities of Party cadres, we set our orientation of research: the theoreticalconstruction of rural Party members’ education resources and opportunityconfiguration, status quo, appeals to education resources and opportunity, systemconstruction of rural Party members’ education resources, configuration, andintegration and innovation.We constructed the theoretical system of rural Party members’ educationresources and opportunity configuration. Based on Marxist principles, modernhuman resources theories and the concept of rural Party members’ educationalresources and opportunity configuration, we have made a research into theconnotation, forms, status, configuration of rural Party members’ educationalresources and opportunities. We hold the opinion that in the new era, to make full useof the educational resources and configuration, all organizations—Party, government,economic, and social departments—must all take an active part and work together.We summarize it into a “Four-way Mode”.Take the city of Jixi as an example. We made an investigation of its ruralmembers’ educational resources and opportunity configuration in the aspects of sumtotal, average, storage, and increase quantity. We did an in-depth analysis of thedifferences, systematic barriers, and interior restrictions of the educational resourcesand opportunities. From the two levels of upgrading Party members’ qualities andsolving practical problems, we studied the resources requirements of refining ruralParty members’ qualities and opportunities, making clear the orientation of scientificdevelopment, caring for people, construction of an advanced and service Party.These can effectively reflect and measure the degree of upgrading rural Partymembers’ qualities and making full use of driving resources and opportunities. Wehave also constructed a scientific and effective configuration system and designed systems of policy guidance, adaptation, support and guarantee, and supervision andpromotion.We analyzed the education resources requirements of rural Party members. Tosolve the problems of rural Party members’ ideals lacking, spiritual pursuit andreality, subjective wishes, system regulations and other contradictions, we arrived atthe conclusion that resources and opportunities are the external conditions, powerfulsupport, material basis, important push to solve the above-mentioned problems. Onthis basis, we put forward the value orientation of rural Party members’ educationresources and opportunities: centering on the outlook of scientific development,people first, service-type Party organization construction, Party purity andadvancement to satisfy to the full of rural Party members’ needs and boost the greatconstruction of the Party.We constructed the mechanism and index system of rural Party members’education resources and opportunity configuration. We made clear the effect andinterrelation of Party internal subject, public subject, market subject, social subject,and other configuration subjects, aiming at the maximization of driving resourcesand opportunities, designing and perfecting the mechanism of policy guide,regulation drive, support guarantee, supervision feedback. Through the furthercomparison, selection, identification and analysis of international and domesticindices, we constructed an index system of rural Party members’ education resourcesand opportunity configuration. This system includes the following: teacher resources,funds, facilities, etc.We put forward an integration strategy of rural Party members’ educationalresources and opportunity configuration. Considering the new situation of payingattention to both software and hardware and city and countryside integration, wehave probed a mechanism of innovation of configuration mode of demandorientation and designed some forward-looking and systematic ways from the aspects of resources allotment, subject of implementation, education channels andmeans, and evaluation modes. This paper can offer some theoretical support andguidance for rural Party members’ education and rural Party’s construction work inthe new era.
