| The county government is the product of the grass-roots’ extension of the national administrative system. It not only has the general characteristics of local government, but also has some characteristics which the other administrative levels do not have. The county government has always been a weak point in administrative reform at home. In recent years, the study on the county government was drawing attention as people’s research focus transferring gradually from top government to middle and grass-roots government. The object of this study is just the county government."CPC Central Committee on suggestions of formulating the12th Five-Year Program for National Economic and Social Development", which was adopted by The Fifth Plenum of the17th National Congress of CPC, first put forward developing industrialization and urbanization deeply as well as promoting agricultural modernization. The18th National Congress of CPC further proposed to promote industrialization, informatization, urbanization, and agricultural modernization--" Co-development of four modernizations". This is the major strategic decisions which made by CPC Central Committee and the State Council after mastering the rule of constructing modernization and stand at a new historical starting point.In promoting "Co-development of four modernizations", how the county government should do is a very important as well as a major issue that must be faced. Because, to a large extent, that the county government act or not determines the developing process and effect of "Co-development of four modernizations". Basing on this thinking, this article uses the holistic governance theory as a research tool, researching and discussing the county government’s action in promoting "Co-development of four modernizations".The content of this paper includes:introduction, five chapters and conclusion.The introduction part mainly clarifies the origin and significance of this topic; reviews of relevant literatures from domestic and abroad; defines the related concepts; introduces the research topic and methods; the research of framework and innovation intention.The first chapter mainly introduces the theoretical tools of this study:holistic governance theory. It mainly expounds the theory background, theoretical origin and the essence of the theory. And this chapter analyzes the applicability of the theory to the study of county government "Co-development of four modernizations".The second chapter is scanning the status on the county government promoting the "Co-development of four modernizations" from four aspects:First is the consideration of industrialization and informatization gradually; second is to pay attention to planning layout of industry development from construction of urbanization; third is to pay attention to combining the construction of urbanization and agricultural modernization; fourth is to focus on the industrialization driving the agriculture modernization.The third chapter uses the holistic governance theory to exam the existed problems in county government promoting "Co-development of four modernizations", which draw three conclusions:first is the insufficient in fusion of informatization and industrialization; second is that the county industrialization and urbanization interaction is not enough; three is the lack of coordination between urbanization and agricultural modernization.The fourth chapter carries on the analysis to the underlying reasons caused by existed problems in the county government promoting "Co-development of four modernizations". It believes that there are four reasons:first is the lack of integrity concept in promoting "Co-development of four modernizations"; second is that management system in promoting "Co-development of four modernizations" is not scientific; third is the operating mechanism in promoting "Co-development of four modernizations" is not perfect; four is the strategy of the policies in promoting "Co-development of four modernizations" is not reasonable.On the basis of the aforementioned study, the fifth chapter, with the holistic governance theory as guidance, study and discuss how to optimize the behavior in the county government promoting "Co-development of four modernizations". It puts forward the directive and operative policy suggestions from the four aspects:first is to set up the advanced concept in promoting "Co-development of four modernizations"--Holistic governance theory; second is to reform the management system in the county government promoting "Co-development of four modernizations"--to integrate for orientation; third is to optimize the operating mechanism in the county government promoting "Co-development of four modernizations"--to coordinate for the purpose; four is to innovate the strategy of policies in the county government promoting "Co-development of four modernizations--to support for the point.The tail part describes the main conclusions and the main contributions of this study. It also puts forward further research problems.The main innovation of this article lies in four aspects:(1) the innovation of research objects. The purpose for us to do the academic social science research is to solve the existing political, economic and social problems, thus to promote the development and progress of the society. This article’s researching object located in the grass-roots government---county government. This makes the research results to be more practical, to guide the work practice better, and to offer services for the construction of vibrant thriving socialist modernization with Chinese characteristics.(2) the innovation of research method. This article focuses on the practicality of academic research, avoiding studying simply from the theoretical level on the behavior of county government. Using the empirical method and the system theory method, it research on the behavior of the county government synchronous promoting "industrialization, informatization, urbanization, agricultural modernization".(3) the innovation in application of theory tools. The theoretical tool of this study is the "holistic governance theory". This theory is one of the forward theories in the social science in nowadays, applied on the researching the fields of political development and administrative reform at the end of20th century. Applying this theory makes the behavior in the county government promoting the "Co-development of four modernizations" obviously novelty.(4) the innovation of academic a\opinion and countermeasure proposal. The views that "the integrity concept in promoting ’Co-development of four modernizations’is missing","the management system in promoting ’Co-development of four modernizations’is not scientific" and "the policies which secure promoting ’Co-development of four modernizations’are absence" which are mentioned in the article have distinctive innovation. The policies recommendations that "to integrate for the orientation, reform the management system in the county government promoting’Co-development of four modernizations’","to coordinate for the purpose, optimize the operating mechanism in the county government promoting’ Co-development of four modernizations’" and "to support for the point, innovate the strategy of policies in the county government promoting’Co-development of four modernizations’" which are put forward in the article have the outstanding new conception and application value. |
