At present,the regional economy in our country which has been formed gradually based on theflow direction of economic factors shows great development potential. The degree of regionalintegration is increasingly deepened. As an important leader and participant in regionaldevelopment, the relation and the status of cooperation between local governments to some extentdetermine the regional integration process. The essence of regional integration is the realization offree flow of resources and production factors across borders of different regions without difficulty. Itis in contradiction with the fact that there exists conflict of interests between local governmentscaused by the self-interest and the lag of the resources allocation by the market caused by the use ofadministrative power. It forms the principal contradiction at the present stage of regional economicintegration in China.Based on existing research on intergovernmental relation, we can draw a clear conclusion thatthe substance of intergovernmental relation is the allocation of power and interests and the interestrelationship is the essence of intergovernmental relation. The power relationship refers more to thelongitudinal intergovernmental relation which is mainly reflected in the existence of administrativesubordination relationship between the central and local governments. In the background ofmarketization, the interest relationship is the essential relationship between local governmentswhere there is no administrative subordinate relation. The availability of new interests for localgovernment will determine whether the local government will participate in the intergovernmentalcooperation. Voluntary interest coordination between local governments constitutes the basis and the key of intergovernmental cooperation.In this paper, the "interests" as independent element is peeled off the complex system ofintergovernmental relation. The study of local intergovernmental relation is focused on the processof regional integration implementation. The constitution of interest system of local government andthe model/mechanism/strategy of interest coordination between local governments are analyzed. Inthis way, dynamic interest balance of all parties involved in cooperation is achieved. It can promotethe healthy development of cooperation between local governments and achieve the deep regionalintegration. Based on the above ideas, this article is divided into five chapters excluding theintroduction part, and summarization focusing on the interests between local governments is givenon the aspect of present situation analysis, relationship interpretation, mechanism construction,governmental strategy and case study.In the first chapter, the behavior of local government in the process of regional integration andits motivation are described objectively. In the process of regional integration,the local governmentplays an important role as the main participant and facilitator. Though regional integration processhas begun and some regions have transited from loose to high integration, there is no dispute thatthe degree of regional integration is not so deep from the point of view of whole country. Adversecompetitive behavior and the negative effects of competition currently appearing in regionalcooperation are caused mainly by the dual role of the government in economy and politics.The second chapter analyzes the interest system on the background of regional cooperation. Thelocal government is in the double-interest system which is consisted of internal administrative regioninterests and external cooperative region interests. There is interactive relationship between the twoconstitutions of double interest system. The interest system of local government can be interpreted asthree-dimensional characteristics: the pluralism of the constitution of regional government’s interestsin the sense of reality dimension, the win-win pursuit of regional government’s cooperation in thesense of objective dimension and the justice when coordinating interests in the sense of valuesdimension. Along with the national and regional strategy adjustment, the local intergovernmentalrelation has evolved from the stage of being independent and competing with each other to the stageof coordinated cooperation. The negative effects of resource allocation cased by competition can be counteracted through regional cooperation between local governments. Evolution of localintergovernmental relation can adequately prove that interest relation is the substance of the relationbetween local governments in the process of regional integration.In chapter III, the basic principle of system dynamics is used to construct the interestcoordination system of local government. Interest coordination of intergovernmental cooperation is acomplex systematic engineering. It is consisted of object coordination subsystem, targetcoordination subsystem, process coordination subsystem and management coordination subsystem.Coordination of local intergovernmental interests may be influenced by interest subject such assuperiors, subordinates and other government. It can be achieved with certain impetus. Accordingto the different influential factors, several modes of interest coordination can be roughly summedup as follows: passive coordination mode impacting from outside to inside, active coordinationmode impacting from inside to outside and hybrid coordination mode impacting with each other. Thesuccessful intergovernmental cooperation should be constructed in a process of benign circulationwhich has self-enhancing function and the coordination of interest should be achieved throughpowerful endogenous mechanism.The interest coordination process between local governments can be described as follows:shared interests is the starting point and dynamic target of local intergovernmental cooperation,benefit compensation is the key for local intergovernmental cooperation to run and interestconstraint is the premise and basic for the achievement of interest coordination.The fourth chapter discusses the strategy of local government in the process of regional integration.Interest coordination should be carried out in certain political ecological environment. Differentgovernance modes and different ability of intergovernmental cooperation have a direct impact on theeffectiveness of coordination and the results of cooperation. The values and mission of localgovernment based on the development of regional integration determine the innovation ofgovernance theory and governance model. They also show clear direction to the government in thearea of training the core ability and thus guide the decision-making behavior of governments.Similarly, the administrative ability of local governments also affects the correctness of governancemodel selection and effects of the implementation. In such a developing and government-orientedcountry as China, it is especially necessary to use power of government to change governancetheory, improve governance structure, strengthen political authority and social development ability,promote market-oriented system innovation and communicative coordination,and impeldevelopment of regional economic integration.In Chapter V,theoretical study is used for interest coordination between regional governmentsin the area of regional tourism integration. Regional tourism integration is a typical case of localintergovernmental cooperation. The cooperative motive, the difficulty of cooperation,and the rootcauses affecting the cooperative effectiveness are also reflected in other areas of cooperationbetween local governments. The implementation logic of regional tourism integration is analyzed.The progress and difficulties of current regional tourism cooperation are combed. The strategy oflocal governments in the process of regional tourism integration is proposed from the points of viewof interest coordination.
