The system of selection and appointment the leading officials’ of the Party andgovernment is an important part of the political system and has played a decisiverole in the political life of the country. Since the18th National Congress of theCommunist Party of China especially the3rd Plenary Session of the congress, withthe deepening reform in an all-round way, the deepening reform of the system ofofficials’ and personnel was put on the agenda. The reform of the selection andappointment system of the leading officials’ has become an important mission of theparty’s system construction and the country’s governance system and the runningcapacity’s modernization.Standing on the perspectives of the historical materialism and the systemtheory, using some scientific methods of sociology and public management and soon, from two dimensions of time and space, the dissertation gets hold of four keyelements, namely, the selection idea, the selection subject, the selection object and theselection rule of the selection and appointment system, analyses the formation anddevelopment of the selection and appointment system of the leading officials’,discusses the core problems which are as following: the selection idea of equality andfairness, the selecting criteria based on both ability and political integrity, thedominant role of the party and the forms to realize the people’s authorization;expounds their the critical basis and the practical problems and the path of reform;compares the traditional China’s system types and procedures of official selection andappointment system with those of the Western countries comprehensively; drawssome important conclusion such as the essence of "the system of selection andappointment of leading officials’ of the party and government should be a unificationof the Party supervising the performance of officials’ and the people’s authorization";based on China’s basic national condition and positively taking advantage of thepolitical achievements of the civilization of humanity, the dissertation puts forward aseries of points of view and suggestions about the improvement and innovation ofthe Party and government leading officials’ appointment system.The introduction is the starting point and corner stone of the dissertation. Itexplores the academic background and significance of the research, tries to show that this study can enrich and perfect the appointment system theory and promotethe scientific construction of the leading officials’ selection and appointment system,and it has important theoretical significance to further the reform of the official andpersonnel system and has important significance for the practice of democracy andputting forward the system of selecting and appointing officials’ work in a morescientific way; it can promote democracy, consolidate the party’s rulingbasis, strengthen the official team’s construction, improve the national administrativeefficiency. Based on the relevant domestic and exotic literatures, this part alsointroduces the basic structure, the main points of view, the innovation and deficienciesof this dissertation.The first chapter of the dissertation defines the main concepts, delimitingboundaries for the research scope and perspective. It offers the theoretical basis of thisdissertation, namely, Marxist viewpoints of power and authority. It puts forward theinherent mechanism of system of selection and appointment of leading officials’ ofthe party and government is the optimal selecting theory. This chapter also exploresthe main theoretical perspectives—the perspectives of the historical materialismand the system theory.The second chapter briefly reviews the course of the leading officials’ selectionand appointment system formation and development since the founding of theParty from the time dimension. According to the periods of the revolutionary war andthe socialist construction and the reform and opening up, the leading official selectionand appointment system is divided into three stages, namely, the preliminaryexploration, the tortuous development and the innovation and improvement.The third chapter focuses on the core elements—the selection value, the selectionsubject, the selection object and selection rule, analyses the basic features ofthe system of selection and appointment of leading officials’ of the party andgovernment in China. It reveals the pursuit of equality andfairness from "who select" perspective, which reflects the characters of value; itreveals that the leading officials’ selection and appointment system adheres to theprinciple of " the Party supervising the performance of officials’" from "whoselect" perspective; it also stresses that the participation of the masses embodiesthe subjectivity feature from "how to select" perspective; it reveals that the Chineseofficials’ selection system is in accord with the principle of democratic centralism, reflecting the methodology characteristics; from "whoselect" perspective, reveals that the selection and appointment system adheresto both ability and political integrity, and the political integrity as the first principle,and it pursuits the adaptation of personnel and the post which embodied thescientific characteristics.Combined with the traditional China’s and the Western official selection system,from the space dimension and horizontal directions, the fourth chapter mainlyanalyses the advantage and weakness of four basic types of the system of selectionand appointment of leading officials’ of the party and government, namely, electingsystem, appointment system, testing system and engagement system. It concludes thatthe different types of selection and appointment system have differentcharacteristics, different types of selection and different application scope,different value orientation, different practical function. We should scientifically selectand compose them, and give full play to their effectiveness.The fifth chapter continues to combine with the traditional China’s and theWestern officials’ selection system, from the space dimension and vertical direction,analyses the practices and the advantages and weaknesses of three main links in thesystem of selection and appointment—the nomination inspection, selection andappointment. By clarifying the main modes of operation and the unique functionin each link of the official selection and appointment system, this chapter discoversthat only by all links’ institutionalization and standardization do ensure the effectiveimplementation of the system and achieve the ideal effect.Based upon above chapters, the sixth chapter proposes the basic ideas ofthe selection and appointment system of official, namely,‘the Party supervising theperformance of officials’+‘the People selecting’+‘Competitiveselection’+‘Test selection’(1+3) system of selection and appointment of leadingofficials of the party and government. This chapter concretely discusses howit reflects the core idea of the people’s authorization by reform, howthe multi-selection mode of official and people comes into reality, how the fairnessand the selecting winners and some other goals come true, etc. At the same time, byusing theoretical expression and combined charts with tables and some other newmethods, the chapter designs the "multi-combination, individual and post matching"officials’ election system of classification, and the "standard and efficient, simple and practical" official selecting mechanism. So, the dissertation strives to graspthe regularity, conform to the times, reflect the creativity of the theoretical andoperational practice.
