High-tech enterprises mainly rely on high technology and new technology to operate. The quick updates of new technologies and high frequency access to markets of new products make the high-tech enterprises more likely to face with risks compared with the traditional enterprise. However, high risk yield a proportional benefit and high technology have significant influence on the human life, so to promote the development of high-tech enterprise has become more and more important in the national economic development. At the same time, supply chain is the key of the high-tech enterprises’ risk management, and supply chain risk management has increasingly become the focus of competition between the high-technology enterprises. However, High-tech enterprises are still very young in mainland, and the shortage of the relevant research makes it is insufficient in guiding the upgrading of risk management. Contrarily, high-tech enterprises have a long history in Taiwan and they are more international, have more experience in supply chain risk management. Since both Taiwan and mainland have the same cultural background, it is easier and more effective for the mainland to learn from Taiwan.The essay firstly analyzes the causes of the high-tech enterprises’ supply chain risks of both mainland and Taiwan, and finds that the enterprises’ financial situation, management thought, the cooperation spirit and business credit accumulation are the major causes of both sides. And due to the shorter history of mainland’s high-tech enterprises, the lack of commercial reputation and relevant experience make mainland companies are more likely to appear the supply chain risk. Bases on the SCOR model, this paper establishes a supply chain risk assessment index system and then carries on the recognition. A questionnaire is designed and sent to more than300relevant enterprises, include both mainlands and Taiwan’s. Using factor analysis method, this paper compares the key factors and current management situation of both mainland’s and Taiwan’s high-tech enterprises’supply chain risk. The research results show that small high-tech enterprises in Taiwan do have more advantages in supply chain risk management. Then from four aspects-management objectives, organization, process and mechanism-this paper compare the high-tech enterprises’supply chain risk management between mainland and Taiwan, and propose some optimization paths for mainland, including to set up a long-term and meticulous management goal, establish and improve the supply chain risk management organization, system, mechanism, etc.The main purpose of this study is to promote the theoretical research of the high-tech enterprises’ supply chain risk management and provides theoretical support, as well as experience to reference, to mainland’s high-tech enterprises’ supply chain risk management upgrade.
