The online pharmacy is established by the enterprise in accordance with the law. As a branch of medicine electronic commerce, which belongs to the B2C transaction mode, the online pharmacy can realize the medical commodity transaction with the consumers on the market of e-commercial transactions. Its main functions are the online drug retail and online pharmacy service. Drug is a special kind of commodity, whose quality relates to the user’s health and life safety. And the virtual channel of drug transactions online reduces the safety coefficient of drug users. Therefore, to insure the health development, it’s necessary to strengthen the internal and external management.This paper takes the security of drugs transaction online as the starting point. The study adopts the research methods of qualitative and quantitative, contact and non-contact, Such as documentation method, investigation method, and hierarchical analysis method, etc., and applies the theories of Management, Virtual Enterprise, Information Ecological Community, Regulation, etc.First of all, taking the development of e-commerce and its influence on the enterprises with online pharmacy as the breakthrough point, this paper analyzes the impacts of e-commerce development and its application on the online pharmacy enterprise systematically and scientifically by the documentation method, including the good and bad influences, summarizes the preconditions of the online pharmacy and extracts10general factors affecting the online pharmacy management. The10factors include internal factors, such as the consciousness of operation mode of e-commercial enterprise, the management network for supporting all the functional departments, the compound e-commercial operating team, and the external factors, such as the e-commercial transaction market with complete functions, the loyal consumer groups of the e-commercial transaction, the good reputation for credit evaluation, the open communication platform for information flowing smoothly, the online payment tool with safety, reliability and convenience, the logistics distribution system for timely service delivery, the external policy environment of relative loose.Secondly, basing on the10general factors affecting the online pharmacy management, combining with the method of survey analysis, this paper processes the data with the hierarchical analysis tools, and derives the8key factors that influence the online pharmacy management, including the external policy environment of relative loose, the good reputation for credit evaluation, e-commercial transaction market with complete functions, the consciousness of operation mode of new kinds of commercial enterprise, the loyal consumer groups of the e-commercial transaction, the compound e-commercial operating team, the logistics distribution system for timely service delivery, the online payment tool with safety, reliability and convenience. And aiming at the key factors, this paper tries to give out the genetic analysis.Thirdly, basing on the key factors affecting the online pharmacy management, by studying on the theories of Information Ecological Community, E-commercial Direct Economic and Virtual Enterprise, this paper gives out the ideal situation of the transaction process in the online pharmacy, namely the standardization research of the online pharmacy, which gives out the transaction process for the special drugs, prescription and over-the-counter drugs in the online pharmacy. In this process, this paper puts forward especially the need of the drug admission audit system, which can ensure-the safety of the transacting drug from the source.Fourthly, basing on the standardization research of the online pharmacy and the drug admission audit system, combining with the drug’s nature that different from the general goods, facing the virtual internet on which bad drug’s transaction will increase the harm to the consumer, this paper puts forward that the government should Promulgate the corresponding regulations to stipulate the admission of the onlin pharmacy and standardize the transactions of the online pharmacies, in order to reduce the risk. This paper studies on the regulations and supervisions of domestic and foreign online pharmacies, gives inspirations to the development of China’s online pharmacies.Fifthly, basing on the study of Information Ecological Community theory, the key factors affecting the online pharmacy, and the domestic and foreign regulations, this paper divides the key factors into government, online pharmacy and the third party according to their solution subjects, and puts forward the feasible promotion strategy for the development of the online pharmacy management from the foresaid three perspectives on the regulations construction, reputation cultivation, third party e-commerce platform construction and the other aspects.Finally, this paper also discusses the further research ideas. For the virtual trading environment, the integrity is very important for the online pharmacy enterprise. While, no matter the official credit evaluation construction mentioned in the paper or the consumer evaluation system that will be researched in the future, this paper just gives a general idea without more details on the evaluation index system, because of the shortage of time. For the deficiencies of the paper, we tries to make a deep study on related issues in the future to improve the subject.
