Today,global warming caused by climate anomalies and human disaster has become increasingly prominent,and with global warming,carbon emissions problem is getting attention,in addition to the use of technological advances and strategic planning to control social production generated carbon emissions,we can consider the micro-level operation of the enterprise or between enterprises to consider reducing carbon emissions,such as how to develop the order quantity and output decisions in order to achieve the minimum operating cost of production in certain lower carbon emissions now way and in a coordinated manner.First,this paper focuses on low-carbon supply chain operations in a variety of carbon emissions policy rule.Paper constructs cooperation with a manufacturer and supplier of a component,semi-cooperation with the independent production of low-carbon supply chain operating model under various carbon emission policies and proves these models are convex programming,there is an optimal solution.In this paper,a low-carbon supply chain operations to optimize cooperation in carbon emission limits policy,fixed carbon tax policy,progressive carbon tax policy,carbon compensation policies and carbon emissions market policies carried out numerical analysis,analysis of low-carbon supply chain in a variety of carbon emission policies and operating rules under the effect of providing reference and guidance for the production of a variety of policies to optimize the operation of enterprises under.Secondly,the AHP,the establishment of corporate low-carbon supply chain performance evaluation system.On this basis,the Case,AHP and data envelopment analysis(AHP-DEA)model for measuring the performance of low-carbon supply chain efficiency,and put forward policy recommendations.The results showed that(1)paper constructs cooperation,uncooperative independent low-carbon supply chain policy in different production operation model and prove their basic model is convex programming,there is an optimal solution.Then this article through value in carbon emission limits policy,fixed carbon tax policy,progressive carbon tax policy,carbon offsets carbon emissions market policies and policy cooperation were calculated supply chain analysis,analysis of the various carbon emission policies for low-carbon supply and rules affecting the operation of the production chain,to provide reference and guidance for optimizing production operation under various carbon emission policies enterprise.(2)This article in the supply chain manufacturers and suppliers by the organization into a low-carbon supply chain collaboration,cooperation and a half low carbon supply chains and independent low-carbon supply chain three scenarios,and their costs and carbon emissions manifestations were compared and found that low-carbon supply chain collaboration to coordinate because manufacturers and suppliers of order quantity and to have lower operating costs,but also being able to coordinate and to take advantage of carbon emission allowances and have a slightly higher carbon emissions.(3)a low-carbon supply chain enterprise performance evaluation index system aspects.First,the resident of a strong low carbon concept,but with the level of development of low-carbon supply chain is not proportional;second,Tianjin low carbon supply chain imperfect,some in low-carbon supply chain is valid,some invalid Year;third,low-carbon supply chain operations in Tianjin has been in a state the size of diminishing returns.The above analysis,in order to better promotes development and economic transformation Tianjin low carbon supply chains have good theoretical and practical significance.
