The objective existence of the unever distribution of water resources and the human demand make the long distance water transfer become inevitable.The long distance water transfer projects have a longer main canal,wide distribution,many complex hydraulic structures and the demand for continuous water supply,and parts of industrial enterprises along the canals,so it is prone to polluted by accidents.After the incident,managers need to know the incident position,the scope of pollution and accident risk.It develops a reasonable early warning emergency plan that based on pollutant transport and diffusion characteristics,in order to minimize the adverse impacts of the accidents.Therefore,based on this,the research of the emergency control decision system of the sudden water pollution accidents in the long distance water transfer project are put forward.The main research work and results include the following aspects:(1)Based on different types of pollutant transport characteristics,the emergency control decision system of the sudden water pollution accidents in the long distance water transfer project are put forward.This system combines the properties of sudden water pollution accident and engineering requirements,and numerical simulation,physical model test and field test are used for different types of pollutants transport and diffusion process.At the same time,based on the research results of related disciplines,such as the analytical hierarchy process and coordinated development degree model,the tracking and tracing method,the risk assessment method and the emergency control decision model of the long distance water delivery project are put forward.And multiple types of sudden water pollution incident emergency control plan library are established.Finally,the emergency control decision system is constructed for sudden water pollution accidents in long distance water delivery project.(2)Referring to the atmosphere and the inverse problem of groundwater environment research,based on the identification of surface water pollution,combined with characteristics of water pollution and solving method of mature mathematical physics inverse problem,the pollution source identification algorithm suitable for long distance water transmission project is proposed.By the formula,the numerical simulation,the formula of pollutant characteristics indicators are put forward,which can be widely used in for the ideal type of single channel and series channel.And according to these formulas,the calculation formulas of pollutant emission and pollution source location are puts forward.The physical model test and field test are carried out to verify the rationality of the formula of pollutant characteristic parameters.The results show that the error of physical model test results and the predicted value is less than 20%,the error of measured value and the predicted value is less than 10%,which shows the rationality of the formula of pollutant characteristic parameters and the accuracy of tracking and tracing method.(3)A risk assessment method,based on the analytical hierarchy process and coordinated development degree model,is put forward to evaluate the risk of water pollution accidents in long distance water transfer projects.Taking full account of the physical and chemical properties of pollutants and the risk of accident and the water quality requirements,based on the AHP,a sudden water pollution emergency response risk assessment system in a long distance water transfer project is established.Four main criteria including technology,social impact,financial impact and environment impact,are employed with 12 indicators,and the scoring criteria of emergency risk evaluation index is put forward.According to the results of the evaluation system and the types of pollutants,combined with the coordinated development degree model,the coordinated development degree of pollution control system and accident impact system is calculated,and the risk level of emergency water pollution accidents is determined.Finally,the case from other literature is used to verify the risk evaluation of sudden water pollution event method,and the risk assessment method is applied to the actual demonstration project,which provides a powerful information support for the emergency control and disposal of sudden water pollution accidents.(4)The research on the emergency control mode of the sudden water pollution accidents in the long distance water delivery project is carried out.According to the risk of accident,the way of gate control is determined.The pollutant transport rules of the open channel water diversion system under synchronous control and asynchronous control are put forward.And combined with the analysis of AHP-gray clustering,the more reasonable way of gate control is synchronous control in the emergency regulation process for long distance water transfer project.(5)The research on the pollutant transport rules under gate control and the pollutant identification formulas are carried out.The change rule of peak pollutant transport distance with the closing time of check gate and travel times of water wave is proposed,and at the same time,peak concentration and longitudinal length have reached a certain time after a certain period of time gradually stabilized.During the whole process of closing control,the longitudinal length change process is divided into growth stage,transition stage and stable stage.The peak concentration change process is divided into the decay stage,the transition stage and the stable stage.According to the pollutant transport rules under gate control and numerical simulation results,by the linear fitting method,the pollutant identification formulas are put forward,and the relative error of calculated values and simulated values are less than 10%.(6)Based on the risk level of sudden water pollution accident and analysis of pollutant transport characteristics,emergency control plan of sudden water pollution accident in long distance water transfer project is carried out.According to the pollutant identification formulas,conditions for safe water delivery during the ice age and characteristics of water transfer project,the different types of pollutants of emergency control strategy of water pollution emergencies under normal water delivery and glacial water delivery are put forward;and this method is applied to the demonstration project.Finally,using C++ and C#,a visualization system for emergency water pollution emergency control plan of the Middle Route of the South-to-North Water Transfer Project is developed,which provides decision support for pollution control and emergency response of water pollution accidents.
