Humanitarian relief organizations have become an important force for disaster relief,but the disorder of relief emerges gradually in the case of their operating separately.At the same time,relief material backlogs coexist with material shortages in disaster reliving,which makes the collaboration distribution of the relief supplies a question that needs to be solved urgently.The complexity of multi-stages and multi-processes of relief activity determines the necessity of business process collaboration.At present,the collaboration of the humanitarian relief supply chain has not yet being researched systematically.Therefore,the basic theory research is needed to guide practice.Inspired by the above problems,based on the dissipative structure theory,coordination theory and complex adaptive system,and by learning from the technology and method of commercial supply chain management,this paper studies the collaboration mechanism of humanitarian relief supply chain.To begin with,the concept of the humanitarian relief supply chain,the relief supply chain participants,the life cycle of the relief supply chain and the connotation of the collaboration of the humanitarian relief supply chain are systematically analyzed,and the main features of the supply chain of humanitarian relief are summarized,and a classification system of supply chain collaboration through the collaborative content,collaborative direction,collaborative dimension,collaborative level and collaborative depth is formed.Through the analysis of internal and external factors affecting the humanitarian supply chain collaboration,this paper builds conceptual model of humanitarian supply chain collaboration mechanism based on three dimensions,including organization collaboration,material distribution collaboration and business process collaboration of humanitarian supply chain.And based on the self-organizing theory,the analysis of the system's self-organization evolution is proceeded,providing theoretical support for the understanding of the collaboration nature of the humanitarian supply chain.Secondly,from the perspective of collaboration of humanitarian relief supply chain organization,the meaning and types of relief supply chain organizationcollaboration are analyzed,building the framework of organization collaboration.Based on discrete event multi-agent modeling,A collaborative model of hybrid ABM-DES relief organization was built on the theory of multi-agent modeling.The collaboration between donors and non-governmental organizations and the relation of non-governmental organizations was analyzed,which has been simulated with Anylogic software.Then,based on the prediction of the demand of humanitarian relief supplies,the coverage area of disaster relief of distribution hub was decided,a hub-spoke relief collaborative distribution network was built.The objective function was set up based on the minimum penalty cost of three-Hub distribution.The 12 worst areas are the cases,and simulation of relief supplies and vehicle distribution was carried out by Matlab software.At last,according to the business process of participant in the humanitarian relief supply chain in the relief response phase,and the business process collaboration stochastic Petri net model is constructed based on stochastic Petri theory,and the stable probability of the relief supply chain is analyzed by the isomorphic Markov chain.And then from the aspects of time performance and efficiency performance,the collaboration effect of humanitarian relief supply chain is analyzed.The paper systematically analyzes the humanitarian relief supply chain and its synergy connotation and reveals the synergy mechanism and the formation and evolution mechanism of the supply chain of the humanitarian relief supply chain.A collaborative framework of hybrid ABM-DES relief organization was built on the theory of multi-agent modeling.The Anylogic simulation results show that with the increase of the number of cooperative groups,the transportation cost and time to complete the disaster unit demand will gradually decrease.Construction of the humanitarian supply chain logistics coordination system is formed.Based on forecast of humanitarian aid demand,the emergency relief of the affected areas is measured,and the scope of the three hub disaster relief covering is determined.Distribution and allocation of vehicles of the coordination of humanitarian relief supplies after the earthquake in Wenchuan is simulated in the Matlab software.Based on stochastic Petri net theory,stochastic Petri net of the humanitarian supply chain coordinationmodel is constructed.After the collaboration of business processes,the efficiency of relief supply chain can be improved.The purpose of this study is to understand the law in collaborative operation process between the participants in relief supply chain and various nodes,to find the technology and method of collaborative operation,to direct the real relief work practice.The research can provide a new solution for the complex management and decision-making of humanitarian relief,and provide effective decision reference for improving the efficiency of humanitarian relief.
