The activities of human's productions and communications spawned discourses, which have also promoted the development of the producing and communicating activities. As a communication tool, discourse builds basic commutative bridges among people. However, it is by no means merely an existence as a tool. From the very outset, discourse comes to its formation and development with its use in expressing human's ideas. All these are completely dominated by the idea:how to generate ideas, which form could be more proper, how to express the words, and what the purpose of discourse as a communication tool. When it becomes a tool of value, or the "real sense of performance", discourse certainly gains attention from ideology. And once discourse becomes a medium to express some right, power and capacity concerning certain values, discourse power would surely come to be a object for which different ideology will fight for in intense battle. In short, the contention for discourse and discourse power, are all aimed the values carried by discourses. The ideological and political education is a social practice in shaping people's mind and moral. In the superstructure, it has important functions in the maintenance and construction of the dominant ideology, and in order to guarantee the leadership of certain class and political party in the ideological aspects of the ideology, ideological and political education must occupy the major discourse power in multivariated, diversed and varied field of social discourse, and through the leading discourse to achieve the dominant ideology and behavior. From the abundant meanings world of discourse, the proceeding of analytical perspective of ideological and political education discourse, and research of discourse power in educational of ideological and political, is to offers a new vision in consolidating and developing the initiative and the dominance of ideological and political education, enhancing the effectiveness and the soft power of ideological and political education.This study of discourse power in political and ideological education is in accordance with the basic thread of "what?why?how ", sequentially followed by the answer as " what research resources we should refer to when we carry on the study on the ideological and political education discourse power","the essence connotation of discourse in ideological and political education","the reason why study the discourse power in ideological and political education","the content and structure of discourse power in ideological and political education","the generation of discourse power in ideological and political education","how to improve the ideological and political education discourse "and other issues. Though these study, we will achieve the systematical understanding of the basic theory and practical aspects conjuncting and supporting with each other in ideological and political education discourse.The first part reviews the ideological resources of the research of the discourse power in ideological and political education. This paper has analyzed the relevant resources of Marxist ideology in the ideological and political education such as the doctrine of historical materialism discourse stance, basic benefits, class nature of education scientific discourse, the media dominance, slogan theory, propaganda and other aspects of the initiative provided;and it has examined Chinese saying "learning both sound in theory and practice","calling the shots","ritual combination of people into a vulgar","influence the people and form moral customs","combined with counseling","the division of the deposit","the deposit road","good to his words, the idea of the proper way to convince"; combing the discourse power of foreign scholars, discourse exchanges, cultural hegemony, critical education, research symbolic violence and other related theories which are instructive to the study of discourse power of ideological and political education.The second part of this essay focus on the essential connotation of discourse power in ideological and political education. By the differentiation and connotative analyzation of the core concepts of discourse and speech, discourse and discourse power, the discourse and discourse power of ideological and political education, we may obtain the basic definition of the discourse power to of ideological and political education. On the basis of the definition given, the paper considers the nature of the ideological and political education discourse as the dominant power of ideological and political education initiative. This essence of the power of education of ideological and political discourse is the triplicity of the right of education of ideological and political discourse, the power of education of ideological and political discourse, and the ability of education of ideological and political discourse. This "trinity" furtherly summarize and discuss the essential characteristic such as dominance, value, creativity, interactivity, soft qualitative, difference, enlightenment in ideological and political education, which seeks to deepen the understanding of the nature of connotations of the discourse in ideological and political education. The third part intensively discusses the significant value of the discourse power of ideological and political education. Currently, the discourse of ideological and political education is facing the background full of challenges and opportunities. On the one hand, the trend of globalization and opening discourse space form into challenges, discourse stances in heterogeneous market conditions confront some challenges, the flat channel of discourse adds variables in information technology wave, a variety of challenges have been thrown during personality development; on the other hand, the Western hegemonic discourse is restricted under the conditions of a multi-polar world,and China's insistence and attention in dominance of the Marxist ideology, have promoted the construction and development of China's socialist discourse system with distinct Chinese characteristics. This complex background of the interweaving challenges and opportunities have highlighted the value of discourse power of ideological and political education in seizing the high ground of the ideological and political education, consolidating and enhancing the effectiveness of ideological and political education, and promoting the soft power and other aspects furtherly.The fourth part focuses on the structure of the discourse power ideological and political education. Ideological and political education discourse power is constituted by the creating power of ideological and political education, the expressing power of the ideological and political education, the spreading power of the ideological and political education, the setting power of the ideological and political education as well as the operating power of the ideological and political education. The above-mentioned five elements are in a certain way to be interrelated, in interaction and combined, and form the structure of the content of the power of discourse in ideological and political education. This article analyzes "missing item"," juxtaposition ","upside down" and other structural defects in discourse power of the ideological and political education, advocating the establishment of the optimization strategy which set the creating power of the ideological and political education as the core elements of the system and promote the interactive integration between elements.The fifth specialize in studying the generation process of the discourse power. It is necessary to study its inner essence, figuring out what the power is; and explore its origin, answering form where this power comes, and study its generation process. The generating sources of the discourse power include interest-based——which is the most fundamental source of interest-based sources, role-based sources and the ability-type sources. The generating process is constituted by three stages—initiation, establishment and perfection. This generating process follows the law of value-dominance, the law of the accumulation of advantages, the law of differentiation of information, the law of integrating and metalizing, the law of practicing to generation, and other objective laws.The sixth part summarizes the main path to improve the discourse power in ideological and political education. Enhancing the power of ideological and political education discourse is a systematic project, various factors'effects can not be separated on the ideological and political education discourse and should be grasped roundly and systematically. It necessary to confirm direction, concentrate strengths, seize the key factors, accelerate power,and use strategies wisely. Its propulsions are mainly from adhering the correct orientation, promoting the integration of the power of discourse, strengthening the positions' construction, pushing on innovation and the development, and improving the art of usage and other aspects.
