Research On Operation Supervision Of Administrative Leadership Power In China's Colleges And Universities

At present, the corruption problems in the colleges and universities caused by the lack of effective supervision on the administrative power have occurred frequently. Those corruption problems affect the development of colleges and universities badly, and present the following characters:the corruption field is centralized; much leading cadres are involved; the case series involve more, the corruption and bribe-taking are the main form, and the corruption effect is worse etc. How to strengthen the supervision of the administrative leadership power, promote the construction of the Party style and of a honest and clean government, and restrain the leading cadre corruption in the colleges and universities has been, a major urgent issue for us. For the perfecting of the administrative leadership power supervision mechanism, is not a topic to strengthen the construction of the party, deepen the comprehensive reform and promote the scientific development, but also an important task to promote the construction of an honest and clean party and anti-corruption work in colleges and universities. It is of high theoretical value and practical significance to study on the operation supervision of the administrative leadership power in the colleges and universities.In this dissertation, firstly, the contents of the basic theoretical problems on the leadership power structure in the colleges and universities have been introduced and defined; clarifying the elements, the connotation, the feature as well as the relationship of three kinds of power. And it mainly analyzes the characteristics of administrative leadership power. The paper points out the characteristics of the relative closure, concentration and arbitrariness in the administrative leadership power in the universities, which is the logical starting point to improve the mechanism.Secondly, from the changes of management system in the colleges and universities in China, it analyzes the influence of the principal accountability system under the leadership of the party committee on the structure of the leadership and the administrative leadership power monitoring in the colleges and universities. It then analyzed the influence of the opinions (titled on About Uphold and Improve the Ordinary Institutions of Higher Learning the President Responsibility System under the Leadership of the Party Committee of the Implementation Opinions) and university statutes on the supervision mechanism. So the conclusion is that such opinions and statutes mentioned above have a positive effect on the mechanism from three respects.Then, from the theoretical perspective of power supervision, it analysis the subject and the object systems of China's main power of college and university administrative leadership supervision, as well as the four supervision mechanisms. The article reveals six kinds of forms involved the incorrect operation of the power:the monopolized power, the arrogation, the current tort, the abuse of power and the seeking privilege. At the same time, combined with the corruption cases in the colleges and universities, the status and reasons of six major areas of the leadership corruption problems are judged, and dissects why the power is out of control.On the basis of the above research, it uses experience of management system and power monitoring in the colleges and universities from the United States, Britain, Germany, Japan, and other countries and regions. So, to build a reasonable corporate governance structure in the universities, this paper points out it is necessary to solidify the power supervision foundation through promoting the construction of de-administration, implementing the decision-making collectivization and transparency, enhancing the rigidity of the administrative management institution, as well as strengthening the supervision work of the power monitoring. Hence, the three-dimensional supervision mechanism will be built through the following ways: integration of the organs at higher levels of supervision, implement the responsibilities for the body of the party committee, implement the responsibilities for the supervision of discipline inspection organs, improving audit supervision, improving the democratic supervision, and developing the role of social supervision etc. Furthermore, the dissertation also puts forward some new suggestions on the innovation mechanism of college administrative leadership power supervision system and methods which include improving the patrol work, constructing the integrity list of administrative leadership power, building special inspection for key fields, and improving the responsibility system inspection of construction of an honest and clean party and anti-corruption work.
