Tibet Autonomous Region (TAR), located in the border area of the southwest of China, is one of most special region resulting from its natural, social and economic condition. Due to the limits of various factors regarding its severe plateau natural environment, remote geographical location, economy, population, history, etc, the unbalanced situation of basic public service between the different prefecture-level cities within the TAR is extremely obvious, which greatly lags behind the national average level, even the levels of other ethnic areas. If this problem cannot be solved effectively, it will put enormous pressure to the stability and social development of Tibet. Therefore, it's necessary for Tibet to realize its regional equalization of basic public service so as to promote the economic and social development of Tibet, to live up to fervent hopes of people from all ethnic groups within Tibet and to fulfill duties of the central government as well as governments at different levels within TAR.Based on the theories of welfare economics, combining the situations within TAR as well as the objective reality of unbalanced basic public service within TAR, this paper focus on problems "how large is the difference degree of Tibet regional equalization of basic public services?", "Why is there inequality?"and "How to achieve a balanced situation?" The main contents of this paper are as follows:Firstly, this paper proposes a basic view that "equalization of basic public service is a concept as well as a problem which is under discussion within various limits such as regional natural condition, basic costs, etc.", which provides a scrupulous definition to the concept of equalization of public service based on geographical features;Secondly, this paper clearly states the geographical features as well as the macroscopic profile of Tibet. It also combs the development and achievements of the basic public service within TAR, and focus on the problems of Tibet regional equalization of basic public serviceThirdly, this paper analyzes the specificity of the equalization of public service in Tibet on the basis of the real situation within TAR. Also, it constructs an index system which is used for comparing Tibet's equalization of the basic public service with the national average level, level of other ethnic autonomous regions as well as the inner regions of Tibet separately with reference to this specificity;Fourthly, this paper analyzes the real difference of basic public service between Tibet and national average level as well as other ethnic autonomous regions on the account of Tibet's regional features. This paper pays special attention to the comparison of the input cost of the basic public service before and after reduction, which presents a great difference. After reducing input costs, the gap of the basic public service input between Tibet and other regions widened greatly. However, the past research regarding the equalization of Tibet's basic public service obviously overestimates the equalization level of Tibet.Fifthly, this paper analyzes the degree of difference of TAR's inner basic public service projects and the equalization of financial resources based on coefficient of variation method and Theil index method. According to the research, basic education within the TAR is relatively equal, while public health and medical service, social security and employment are relatively unequal. The public investment presents the largest difference in equalization; differences of financial resource between middle-of south region of Tibet, southeast of Tibet as well as northwest of Tibet is larger greatly than their regional difference, which provides a clear direction for the adjustment of expenditure structure of the public service in the future.Sixthly, this paper gives a comprehensive analysis of the four restraining factors from the perspective of special natural position, economy, system design and government collaborative governance. Also, based on the various restraining factors, this paper carries out an empirical analysis on the measurable factors by using regression analysis methods of panel data. Refering to the test results of model, and on the basis of theoretical analysis, this paper promotes the systematic suggestions for the advance of Tibet regional equalization of basic public service, which can not only contributes to the improvement of the equalization level of Tibet's regional basic public service, but also promotes a sustainable coordinated development of the prefecture-level cities within TAR. Also, it can make a big difference for improving the supply efficiency of the overall public service of Tibet, and promoting a leapfrog development and a lasting political stability of Tibet.
