Entering Into the 21 st century,the security situation in East Asia is still grim and complex.The Obama administration's "Asia-Pacific rebalancing" strategy has shifted the focus of US military strategy to the Asia-Pacific region.North Korea's nuclear tests and the deployment of the Sade anti-missile system in South Korea by the United States have made the situation on the Korean Peninsula much more complex and tense.after Abe's second ruling,he has actively promoted the revision of the peace constitution and a series of security laws,lifted the collective right of self-defense and abandoned the "post-war system" of defense,so that Japan has become a country which can declare wars.As Japan has a history of having invaded the countries of East Asia,China and Japan have a territorial sovereignty disputes over the Diaoyu Islands and the delimitation of the East China Sea,great attention should be paid to Japan's East Asian security policy and military developments,and we also actively respond to Japan's military security policy which may bring the possible threats and challenges to China security and the peace and stability of East Asia.This paper comprehensively studies the background of the security policy of the Abe government in East Asia,the security policy of the Abe government in East Asia and its implementation,analyzes the impact of the Abe government East Asia security policy on the security of East Asia,and puts forward China's strategic countermeasures.The first chapter analyzes the background of the security policy of the Abe government in East Asia.From the domestic level of Japan,after the Second World War,Japan has long been subject to the dual constraints of "Japan-US security treaty" and "peaceful constitution",resulting in the loss of some autonomy in Japan,while relying heavily on the United States.After the Cold War,Ichiro Ozawa put forward the "general state theory" which re-positioned the post-war Japanese security policy.After Abe's second ruling,the Japanese politics has become more conservative,trying to break the international order after World War II so as to put Japan on the road of the ordinary nationalization.From the external factors,the Japanese security policy has long been based on the Japan-US alliance and the Obama administration's "Asia-Pacific rebalancing strategy" has played a boost role on the security policy of the Abe government.At the regional level,the international system of East Asia is undergoing important historical transformation.The rise of China has brought the situation of the two powers of both China and Japan in East Asia.Changes in the comparison of powers between China and Japan have highlighted the structural contradictions and the regional security situation has become more complicated.Chapter 2: Abe Government's East Asia Security Strategy Objectives and Policies.Abe government has taken the rebuilding Japan's "military power" as the main goal of its security policy.By the way of completely abandoning the "defensive" security policy,deviating from the the pacifist line on which post-war Japan has always insisted.The Abe government has continuously strengthened the Japan-US alliance,through the revision of "Japan-US defense cooperation guidelines" to deepen bilateral military cooperation between Japan and the United States,and strived to connect with the United States Asia-Pacific strategy.At the same time,the Abe government has focused on enhancing Japan's own defensive capabilities and regarded it as fundamental to safeguarding national security.To this end,the Abe government has built a "comprehensive mobile defense system" and has developed the responsive measures to "possible events".In addition,the Abe government is actively sending troops abroad,participating in regional and global security matters to enhance its international influence.Chapter 3: Implementation of the Abe Government's East Asian Security Policy.By unfolding the four levels,Abe has started the East Asian security policy which has mainly aimed at revising the peaceful constitution,strengthening the Japan-US alliance system,promoting military construction and building a multilateral alliance.Specifically,through the amendment of the Security Act,the Abe government has lifted the collective right of self-defense and opened the yoke for the SDF so that Japan can become a a country which can take initiative to declare war on the foreign country.And by modifying the security series bill,the Japanese Self-Defense Forces has become more offensive.The Abe government has expanded Japan-US security cooperation in the framework of the Japan-US alliance to improve the ability of the two countries to cope with various situations so as to enhance the level of military operations of Japan and the overall defense capability.The Abe government is actively promoting Japan's military construction,strengthening military installations to deal with island attacks,and enhancing its maritime military strength and regional maritime control.In addition,the Abe government actively tries to build quasi-alliance framework in the East Asian region and to build "Japan and the United States and Australia and India" the so-called democratic security brick diamond.Through rendering the regional threats Japan actively interferes with the East Asian affairs,and actively intervenes in the South China Sea issues.Chapter 4: The impact of Abe government on East Asian security policy and its countermeasures.Abe government East Asia security policy is characterized by the construction of Japan-US alliance axis,which make Japan embark on the road of rebuilding the military power and have the nature of being more external military expansion.Abe government's East Asian security policy of Japan has made the military security situation in East Asia more complicated,deepened the security dilemma of the East Asian countries and posed the new challenges to the international order in East Asia.In response to Abe's East Asian security policy and its challenges and in order to maintain the peace and security in East Asia,defending the East Asian international order of post-World War II has become our important diplomatic goal.To this end,China should actively promote a new concept of security,and promote the establishment of East Asia security cooperation structure.China and Japan should properly handle disputes over territorial sovereignty and maritime rights and interests between the two countries and establish safe dialogue and crisis control mechanisms.At the same time,we should strengthen China's capacity building of national defense,and enhance the level of China's armaments in order to effectively safeguard China's territorial sovereignty and national security interests.
