Research On Public Satisfaction In The Evaluation Of Law-based Government Performance

The construction of a government under the rule of law is an important manifestation of comprehensively promoting the rule of law and building a socialist country under the rule of law.And "improvement promoted by evaluation" meets the principles of management science.The performance evaluation of the government under the rule of law based on the value rationality and the instrumental rationality embodies the results orientation and the public satisfaction orientation,which belongs to a brand new concept category and is the leap of the goal-oriented evaluation.In the evaluation system,the index system is at the core,deciding the scientific nature of the evaluation,which involves the match between the objective evaluation and subjective evaluation.In fact,subject to a series of factors,including the lack of disclosure of government information,the differences among the objects of evaluation and the connotation of the value orientation of the government under the rule of law,the results will be distorted in order to reduce the evaluation;in the subjective evaluation,the satisfaction measurement is of great significance whether at the value level or at technical level and is an integral part of the evaluation system.Based on the concept and method of government performance evaluation,this paper constructed the public satisfaction model of performance evaluation of the government under the rule of law by using normative analysis,empirical analysis,comparative analysis and mathematical statistics,and then took the Guangxi Autonomous Region as an example to carry out empirical research and explore ways for the promotion of public satisfaction.The research idea: constructing the satisfaction measurement model,and using the sample survey technology to carry out the whole area investigation(the sample size is 7,369 pieces in 2015 and 7,636 in 2016)based on the clarification of the relationship between the performance evaluation of the government under the rule of law and the level of satisfaction and by learning from the overseas experience to obtain empirical results to evaluate the level of satisfaction,identify problems,analyze the reasons,and provide improved countermeasures and suggestions.The main conclusions of the research were as follows: first,the performance satisfaction evaluation index system of the government under the rule of law composed of the four dimensions including system construction,process assurance,goal realization and overall image and a total of 12 specific indicators was scientific and adaptive;second,the empirical results in the Guangxi Autonomous Region showed that the score of the hundred percentage point system was 55.39 in 2015 and 59.09 in 2016,and the performance satisfactionevaluation of the government under the rule of law was in the middle level,of which policy fairness and the level of satisfaction of the integrity of government were scored comparatively low,while economic level,the quality of government services and the public social background had a greater impact on satisfaction.At the same time,the transparency of the government information,the level of satisfaction and the protection of the legal system had an important influence on the evaluation validity.The satisfaction measurement index system and the technical scheme of the empirical research should be further improved.The innovative points of this research: first,it introduced the concept of performance evaluation of the government under the rule of law and regarded public satisfaction as the value orientation and ultimate standard of the performance evaluation of the government under the rule of law and managed to innovate in the aspects of concept orientation and technology path;second,it constructed and argued the satisfaction measurement model and content system and conducted empirical test of the system based on the integration of law(measurement content)and management(measurement method);third,it carried out a large sample survey in Guangxi Autonomous Region,which enabled the empirical research to be more weighted and persuasive.There were also some aspects of this study,such as the satisfaction evaluation index system in this study being relatively simple,the empirical analysis more focusing on the data level,the lack of in-depth analysis of the data and the recommendations made more general and not constructive,which should be paid more attention to in the follow-up research.
