Since the reform and opening up,along with the acceleration of industrialization process,China's urbanization has experienced a rapid development process with low starting point.In 2015,the urbanization rate measured by the resident population has reached 56.1%,but the urbanization rate of the household population is relatively low.Many studies show that China's current 56.1% urbanization rate does not reflect the degree of real urbanization,mainly because a large number of migrant workers in rural areas have become full-time non-agricultural,long-term workers in the city,but could not enjoy the same employment,social security,health and other public services with urban residents due to lack of citizenship,therefore are not“urbanized”.Becausethe urbanization of people and urbanization process is not synchronized,this has broughta series of issues including the "urban disease","rural disease",which are the most prominent contradictions to sustainable,healthy and orderly development of urbanization.From the international experience of urbanization,the task of urbanization in China is still not completed.At present and for a period of time,the urbanization rate will maintain a relatively high level of growth,and the rural labor force will further gather to the cities.Therefore,we should follow the trend of urbanization development requirements,speed up the adjustment of relevant policy and regulations,and acceleratethe urbanlization of migrant workers.The biggest difficulty of urbanization of migrant workers is the social security problem,which directly determines whether they can stay in the town,and tie the roots.On the one hand,a considerable number of migrant workers work in the informal sectort,who are facing the problems of jobinstability and income fluctuation,not easy to be covered by the urban social security system.On the other hand,the characteristics of China's social security system,such as the separation administration of urban and rural area,the highly fragmented and segmentary system,don't adapt to the reality of large-scale migrant workersmobility betweent urban and rural areas.In addition,with the rural surplus labor force move into the urban areas and nonagricultural industries,we have to adjust the existing social security system to deal with the so-called "empty nest" problem emerged in rural areas.As the “stabilizer” and the“safty net” of economic and social development,social security system is an important breakthrough in balance urban and rural development.Therefore,to meet the requirements of new-type unrbanization,doing research on the integration and optimization of the social security system is very important and helpful to realize the benign interaction between social security system and urbanization process,promote the balance of social security between urban and rural aera.Based on the comprehensive analysis of the current social security system,this paper puts forward the policy suggestions to accelerate the integration and optimization of the social security system with the emphasis on employment protection policy,pension insurance,basic medical insurance and social assistance.At the same time,the paper measured the social security cost of migrant workers and prposed the matching policy measures.
