Research On Political Costs Of Environmental Problems:Theoretical Framework,Measure Method And Governance Strategy

Along with our country entering the environment sensitive period,the environmental groups events caused by environmental pollution entry into the intensive season.The government takes a lot of political resources to eliminate the political influence caused by environment.The accumulation of political resources of the government cannot make up for the loss of political resources caused by the decline of institutional authority and government credibility and a series of political and political consequences.That is the rising of the political costs of environmental problems,which will jeopardize social stability,political stability,government legitimacy and national security.It is a pity that the current research results about environmental economic costs and regulatory costs in the process of governance are more.The research results about the political costs of environmental problem are relatively small.Now,the state is deciding to intensify efforts to control environmental problems.However,the political cost of environmental problems is raising at the same time.It has theoretical and practical significance to delve into the concepts,analysis framework,and forming mechanism and influence factors of political cost of environmental pollution,which is helpful for finding out the effective path to reduce the environmental problems of the political cost and enriching the related theory research of environment problem.As well as this research can promote the environmental governance ability of government.Based on this,this dissertation selects the environment political cost as the research object.Through normative analysis in-depth theoretical analysis,this dissertation demonstrates the theory generated logic of political cost of environmental problems and accurately defines the science theory concept and the basic characteristics of political cost of environmental problems.The dissertation builds the analysis framework of political costs of environmental problems.The framework includes institutional political cost,organizational political cost and the basic political cost.This dissertation analyzes the inner mechanism of the political cost of the environmental problems on the basis of theoretical analysis framework.Based on the theory of evolutionary game theory,this dissertation analyze decision-making game in the process of environmental governance between the central government and local government is how to affect the choice of the governance environment problem strategy behavior,which used the method of quantitative analysis.We can find out the reasons if the government in the process of environmental governance choice governance policies for environmental problems.The conclusion with can be useful for reducing the political cost of the environmental problem.At the same time,this dissertation constructs the measurement model of the political cost of the environmental problems.And this dissertation uses the analytic hierarchy process and the fuzzy evaluation method to calculate the political cost of the environmental problem in a certain place,and verifies the validity and feasibility of the theoretical model and the measure method.This model can provide specific way for local governments in order to measure the political costs of the environmental problems in this area.Finally,some governance strategies to reduce the political costs of government will be put forward,which include strengthening the behavior of ruling by law,strengthening system innovation,transforming the governance model,improving the quality of law-enforcement officials,actively guiding public participation,emphasizing information disclosure.
