Research On The Social Governance Innovation Of The National New District Under The Guidance Of The Concept Of "All The People Build And Share"

In the late of last century,the western countries gradually gave birth to the theory of social governance.The core issue of the theory of social governance is to build a benign and orderly cooperative relationship among multiple subjects.Because China does not have the concept of national construction and multi subject,people have questioned the applicability of western social governance thought in China.The elements of social governance theory,such as co governance and cooperation,attract Chinese scholars and officials.The Central Committee of the Communist Party of China put forward the "social governance of all the people to build and share",which has become the top design concept of social governance in China.The view of this theory is to reduce the public power,to complete the modernization reform,to strengthen cooperation and to promote political democracy.This theory is in favor of the core proposition of the theory of western social governance,and matches the actual situation of China.Over the years,the CPC Central Committee on the "social governance" thinking constantly updated.National new district is the demonstration area of economic and social development.National new areas must be innovative social governance in order to form a leading effect.Therefore,the social governance should be different from the previous history,different from other regions.It's a brand new.There are three development goals of Nanjing Jiangbei new area: the independent innovation pilot area,the new urbanization demonstration area,the Yangtze River Delta industrial agglomeration area,and the Yangtze River Economic belt.Social governance innovation can promote the realization of the above objectives.From the geographical position,the development stage,the governance basis,Nanjing Jiangbei new area has both the advantages of backwardness,and planning potential.Therefore,Jiangbei District of Nanjing has the value of studying the value of social governance innovation of national new district.Therefore,taking "all the people to build and share" as a concept,taking Nanjing Jiangbei new district as a case,this paper analyzes the path and mechanism of the social governance innovation of the national new district.This paper is divided into six parts: first,put forward the research problems and the significance of theory and practice;and summarizes the research status at home and abroad;Second,the overall analysis of the evolution and development of the national district for twenty years,and from the basic state of the two dimensions of time and space of the national new social governance;Third,analyzes some problems in social governance of Nanjing Jiangbei District,such as the current situation,defects,objective needs and practical difficulties;Fourth,compared to similar areas at home and abroad,and analyzes the reference value of Nanjing Jiangbei District;Fifth,as guided by the theory of "all the people sharing",from the point of view of social governance ideas,innovative mechanism and path,to build a complete framework of Nanjing Jiangbei District Social Governance Innovation;sixth,discusses the main measures of national new social governance innovation,including social governance innovation,social governance innovation and social governance tools social governance innovation,mechanism innovation,social governance innovation.Finally,to realize the integration,application and practice of the western social governance theory in China.
