Nowadays,the scholars,government officers and the masses have held the same opinion that government information sharing can break the people's hardness in G2 C services.Several policies have been posted to promote information sharing.However,in reality,due to the interests,responsibilities and risks involved in information suppliers and demanders,many factors have affected the realization of information sharing.Based on the results of cooperative games and related research,it is considered that performance evaluation strategies can continuously and effectively promote the process of information sharing.Therefore,this study focuses on constructing an objective,feasible,reasonable and scientific evaluation tool so that government information sharing can be measured and evaluated.As a result,it can assist government agencies at all levels to carry out evaluation work of government information sharing,and achieves the goal of using evaluation to promote information sharing,and finally work out the difficulties in G2 C services.In accordance with the thread of finding problems,analyzing problems,and solving problems,the study constructs a framework for the evaluation of information sharing benefits among government departments under the G2 C scenario and completes empirical measurement and verification.Firstly,find the problem.The starting point of the study is the two stories of “People are on the way of getting certificates” and “Prove my mother is my mother”.Government officers,experts,scholars,and the public all agree that “information cannot be shared is the root cause of difficulties and bizarre proofs in G2 C services”.As a result,"how to promote government information sharing" has become a research topic.Through the analysis of the cooperative game model,the previous research considers that the supplier and demander of information have got their income reduced after information sharing,and therefore they lack the individual rationality of information sharing.So it is necessary to construct a unified and objective tool to evaluate the level of information sharing among government departments despite their various paths of sharing.By evaluation,the information supplier and demander will adopt a strategy of continuously deepening information sharing based on their individual rationalities.Then,analyze the problem.In order to select scientific and reasonable information sharing assessment tools,the study adopts bibliometrics and content analysis methods to review domestic and foreign articles about information sharing evaluation.The literature review is applied on sharing of enterprise information,scientific research information,health information,judicial enforcement information and other related fields.Then,the theoretical framework,evaluation scenarios,evaluation methods,evaluation models,and evaluation indicators for the evaluation of government information sharing are summarized.It is found that the defects of previous evaluation studies are that the theoretical framework of technology diffusion is not applicable to the solution of institutional problems;there is a scene dependence in existing shared evaluations,lack of generality in selecting indicators;cost-benefit methods based on economics are difficult to measure accurately,and the most popular method of business analysis relies on experts too much,so it?s too subjective to be applied regularly.Therefore,new evaluation tools are needed.As the evaluation of government information sharing belongs to the scope of government work,the research also seeks feasible evaluation ideas from the current situation of domestic and foreign government information sharing policies and practices.As a result,it was found that in China's policy system,many documents involved the concept of information sharing,and only the "Notice of the Construction Guide for ?Internet + Government Services? Technical System" proposed evaluation indicators related to information sharing,but these indicators cannot achieve the goal of "letting data 'run more' and let the masses 'run less' " in G2 C services.While foreign countries mainly confirm the status of information sharing through the law,and ensure the sharing through the national information sharing platform,many leading countries in e-government have solved the difficulties we face.Therefore,there are no available evaluation tools that can be used for reference.Then,solve the problem.The study constructs a benefit evaluation tool about government information sharing so as to solve the difficulties in G2 C services.First of all,the choice of the G2 C scenario is based on social needs and policy objectives.Then the benefit analysis of the various stakeholders of government information sharing is carried out.It turns out that “individual's delivering expenses” is an objective and feasible benefit assessment project.Then,using the communication system model of information theory,the theory of “whole of government” and the economics theory of “opportunity cost of time”,this paper analyzes and simplifies the work flow,finally deduces the theoretical framework as an evaluation model.This evaluation model uses objective data to measure “individual's delivering expenses”,which is defined as Index of Government Information Sharing Benefits(GISBI)to measure the benefits realized by replacing individual?s delivering certificates with information sharing.The GISBI is composed of two sub-indexes,information sharing type index(GIST)and information sharing method index(GISM),based on objective conditions.This evaluation model directly targets the policy goal and achieves theoretical deduction and practical operation together.Then,do empirical application.Through the statistical analysis of the basic data of the 593 services under the G2 C scenario in Shanghai,823 items of service materials were combed out,and the “proofs,certificates” was found as the object of information sharing,with multi-dimensional attributes and dynamic update attributes,so the effectiveness of paper-based certificates is limited.It is proposed that dynamically updated digital certificates can be used to replace paper certificates to manage document?s whole life cycle.Then,empirically calculate the GISBI in all services under the G2 C scenario in Shanghai.On this basis,GISBI is correlated with other important data of the service to prove that the index can comprehensively reflect the overall image of the service.Under the framework of GISBI,the analysis of various composition indicators can fully interpret the optimization strategies proposed by all levels of governments.A new approach of “multiple certificates integration” of citizens is proposed,which is using citizens? digital archives to handle G2 C affairs.Finally,verify the evaluation model.Using the ten typical items of the UN e-government assessment,the GISBIs of 31 municipalities and provincial capitals across the country are calculated.The ten GISBIs are combined to a composite index,and the composite index is correlated with the government website performance evaluation and “Internet + government service” assessment.It is found that GISBI responds to various types of assessment results under the unique method,so GISBI is confirmed of validity and rationality.The key innovation of this paper is to establish an evaluation model for "Government Information Sharing" under the G2 C scenario.The GISBI model combines the communication model of information theory with the “whole of government” theory in public management field,and evaluate on the basis of process analysis with the aid of economic methods.It?s objective,applicable and result-oriented.It uses objective data to measure the “individual's delivering expenses” of the service as the information sharing benefit and is compatible with the diversity of specific information sharing paths in the G2 C scenario.The measurement ranging from a single service to any size of government Institutions is a new and effective evaluation method.Starting from the GISBI framework,the study creatively proposed the idea of citizens' "multiple certificates integration",which means using digital archives as a service material.Through the full sample analysis of Shanghai G2 C services and materials,the study also discovered the multi-dimensional characteristics and dynamic update features of the service materials(certificate and proofs),and proposed a digital certificate management approach to manage document?s whole life cycle.
