Research On China's Applied Technology Universities' Quality Assurance

With China's economic and social development of the "new normal", training applied technology talents who can adapt to the needs of social development is the main objective to deepen the comprehensive reform of the current field of education, and promote structural adjustment of higher education. Construction of applied technology universities is already a hot topic in the field of higher education reform at present. On the basis of clarifying the basic theory for the construction of applied technology universities' quality assurance, this thesis conducts an empirical research for six universities of Application Technology University(College)Alliance with the mixed method. Based on grasping of the practical problems, this thesis constructs the applied technology universities' quality assurance system from the perspective of teaching quality assurance, research quality assurance and social service quality assurance respectively, and furtherly proposes the evaluation system, operation mechanism and improve strategies of application technology universities' quality assurance system.Although the concept of "Applied Technology University" is presented on foreign experience in building universities of applied sciences, China's applied technology universities have some local features:In the aspect of running universities, the applied technology universities need to adapt to the national industrial structure, implement producing-teaching fusion and university-enterprise cooperation; In the aspect of personnel training, the applied technology universities should focus on improving the quality of personnel training; In the aspect of direction of running universities, the applied technology universities need to strengthen the technical skills accumulation and innovation; In the aspect of educational goals, the applied technology universities should take the development of modern vocational education as the direction. Quality standards of applied technology universities is consist of the personnel quality standards, professional quality standards, teaching quality standards, research quality standards and social service quality standards. Setting quality standards of applied technology universities should base on national policy, experience abroad and universities' reality, highlight application-oriented features, and combine the diversity and unity, stability and variety, qualitative and quantitative, scientific and operability.The problems of applied technology universities' quality assurance performance in the following areas:In terms of teaching quality assurance system, there are some problems such as the single of teaching quality standards, the random of teaching planning, less practical teaching effectiveness and teaching quality monitoring is not enough; In terms of research quality assurance system, problems manifested in the concept of scientific research is relatively backward, research inadequate funding and research management mechanism is not perfect and so on. In terms of social service quality assurance, there are some problems such as the lack of the concept of social service quality assurance, management mechanisms absence and personnel training can not meet the market requirements. Therefore, the development of applied technology universities' quality assurance system needs to be the whole construction in the care of universities' realities. On teaching quality assurance system, applied technology universities need to strengthen curriculum and teaching material construction, build a new teaching system and strengthen the practical teaching; On the construction of research quality assurance system, applied technology universities need to increase investment in research funding, build research funding system and establish a sound scientific management system; On the construction of social service quality assurance system, applied technology universities need to improve social service organizations, strengthen social services capacity building and strengthen the social service system construction.Quality-oriented evaluation of applied technology university quality assurance system should adhere to the principles of qualitative and quantitative evaluation of the combination, and strengthen the classification and evaluation, adhere to the multifaceted concept of evaluation, emphasis on the difference evaluation index. The evaluation system has some basic characteristics such as the innovation of evaluation method, the scientific of evaluation standards, the extensiveness of the usage. Evaluation content of applied technology universities'teaching quality assurance system include curriculum evaluation, practice teaching evaluation and classroom teaching evaluation; Evaluation content of research quality assurance system include research funding evaluation, research evaluation and research management mechanisms evaluation; Evaluation content of social service quality assurance system include consulting and evaluation of the quality of technical services, personnel training quality evaluation, cultural and social resources services evaluation and teachers' social service ability evaluation.Operating mechanism of applied technology universities'teaching quality assurance system include decision-making mechanism of teaching quality management, effective teaching quality supervision mechanism and student-centered teaching quality incentives; Operating mechanism of research quality assurance system include the management mechanism of research funding, research mechanisms and enhance the level of scientific research system optimization mechanism; Operating mechanism of social service quality assurance system include oriented mechanisms and dynamic mechanism of social services, management and incentive mechanism, personnel training monitoring mechanism and social services teams' promoting mechanism.Improve the applied technology universities' quality assurance system needs to strengthen top-level design, based on the characteristics of the applied technology university to strengthen the quality assurance system. On the one hand, universities need to conduct an unified organizations to coordinate the entire leadership of the reform strategy, to strengthen top-level design of applied technology universities' quality assurance system; On the other hand, universities should focus on strengthening its own characteristic of quality assurance system, from the viewpoint of quality characteristics, and constantly promote development of universities.
