The healthy and efficient operation of education evaluation mechanism is a important measure to ensure the quality of education.However,the Government takes an education management pattern of "managing runnig and assessing all by oneself ",which led to some undesirable phenomena in the area of educational assessment."National Education Reform and Development of Long-term Planning Programs(2010-2020)" is an open-door policy for civil organizations to participate in educational assessment,which highlight the new idea of national education reforming implementation "government controlling of education,schools providing education,society assessing education".However,Within the status of nascent and burgeoning,China's civil educational evaluation organization exposed many undesirable phenomena in practice and even burst out the negative news such as "pay to buy the ranking," which show the sluggish of it.To build a relatively independent civil educational evaluation organization has a very important significance both in theoretical and practical to promote scientific and professional of China's educational assessment,thus improving the quality of education constantly.Based on the interatcitive regulation of civil educational evaluation organization's operation elements,the essay put forward a research purposes to improve the operating mechanism of China's civil educational evaluation organization from the man-made perspective,in which it integrated the uses of literature analysis,case studies,interviews and other research methods and conducted research in accordance with the following ideas:First,analyze the feasibility and necessity of civil society organizations participating in educational assessment activities;Secondly,abstract the core element from civil educational evaluation organizations' operation elements,interprate the connotation of civil educational evaluation organizations' operation mechanism from the theoretical level,then analyze the real conditions of civil education assessment agencies operating mechanism in current China from the practical level.Furthermore,analyze the regulation how core elements' interact with each other and clarify the motivation and the objectives of civil educational evaluation organization;Finally,give some suggestions to explore and improve the operation mechanism of civil educational evaluation organization from four aspects:institutional settings,the evaluation process,assessment system and the operating environment,and give an example of "local education system Innovation Award" held by 21st Century Education Research Institute three times,which take the first step to "Civil Organization Conmmed Governnment educational performance" in China.And finally give some suggestions to improve the operation mechanism by drawing a useful conclusions from the case.Although it is different among the concept system and the application area of the new public service theory,the civil society organizations' theory,the fourth generation of evaluation theory and the government procurement of public services theory.But they share some common points that they all emphasize diversity,sharing,consultation,win-win,so it is theoretically appropriate to be applied in mechanism reseaching of civil educational evaluation organization.According to Max Weber and Barnard's classical organization theory,it is feasible to analyze organizations operating mechanism from three main elements:power subject and environment.Organization operating mechanism divided into spontaneous mechanism(should be level)and anthropogenic mechanisms(real level).As to "should be" level,the operation mechanism of three elements of civil education assessment agencies—power,subject,and environment is:Accessing to power resources is the premise of civil educational evaluation organization authority execution and the core resources is intangible power resources;The main elements is the core element of the institutional operation.By taking quality as the basic value orientation in assessement,with a variety of assessment models and methods,and constructing evaluation indicators after consultation with the educational assessment objects,the organization can meets different evaluated needs of different educational assessment objects.The restraintions that environmental put on civil educational evaluation organization includ six principles:the cognitive bias government towards civil organization,the controlling management based on the prevently registration system and so on.And the absence of educational assessment law restricted the development of civil education assessment agency.In practice,through the analysis of the current 33 non-governmental educational assessment agencies in our country,the paper found with a strong official school background and some common points of "uneven distribution,confidential information," civil educational evaluation organization in our country's development didn't significant contact with regional economic development level,but it was closely related to the governance concept of local government.Civil educational evaluation organizations in Shanghai have established a kind of trust relationships with schools,government and their assessment methods are relatively flexible.Government provides financial security for their operation by purchasing the assessment products,wich is a favorable condition to operate the civil educational assessment agency;But there are also some unfavorable factors such as external suppression and internal vacancy of system,the government monopoly of educational assessment markets,the difficulties of schools to get rid of "overlooking type" relationship in assessing.On real level,by analyzing the interactive regulation between power subject and environment and clarifing "where are from"(motivation)and "where to go"(target)of civil educational assessment agencies' operating mechanism,we can set a clear target of it.The operation of civil educational evaluation organization is motivated by:The encouragment of China's macroeconomic policies which provide an guarantee for the agency involved in educational assessment activities;The institutional motivation of civil educational assessment mainly due to the demand of respect by the members of the institution,which focused on the characteristic as a professional organization and a"intellectuals";As to environmental factors,the national macro-policy reserved some policy space for civil organizations to participate in educational assessment activities.With the progresses of civil social theoritical reseach and practice,civil education assessment agencies in China began to sprout and had some demonstration effect.The external environmental stimulation play a catalytic role in development and growth of civil educational evaluation organization.The objectives of civil educational assessment agency operation are:as an element of authority,it maintain legitimacy of power through the form conferred by law while ensuring that power is not abused.The prospectus and other regulations arranged the structure of power system and the scope of authority in order to ensure the achievement of the organization operation objectives.The specific form to protect power achievement is to sign a contract With governments,schools,etc.As to the main elements,in accordance from shallow to deep,low to high,the subjetive element can be divided into three connotations:to stimulate the enthusiasm of members ?to institutionalize management system inspire a shared vision for members in the organization,then the self-awareness of organization members converts into self-development impetus,and enhance the subject self-assessment of civil educational evaluation organization.On environmental factors,the government respects the independence of civil status of educational assessment,and establishs a mutual trust relationship by expanding the level and scope of purchasement of civil educational assessment agency' s products etc.By Focusing on two aspects:making use of the role of social security in supervisition and maintaining a good reputation,civil educational assessment agencies establish a interactive relationship with society;By enhancing trust between school and civil educational assessment agency,the evaluated level can improve grately.In addition,building a mutual relations between schools and civil educational assessment agency,it can provide good protection for operation of the organization.On this basis,this paper give a set of suggestions for civil educational evaluation organization' operating mechanism in our country.China's civil educational evaluation organization is on the stages of germination and relatively lack of abundant capital both in infancy and human capital,so it should adopt the functional organizational structure,which can make full use of the limited resources of agency.Establish Board of Supervisors both in institutions and organizations,which can promote self-discipline of the agencies;Because professional of the educational assessment does not change with the properties of bodies,civil education assessment agency assessment procedures follow the general rules of educational assessment activities,and can be divided into eight steps:clarifying of the purpose of the evaluation and the basis,formating of expert assessment,identifying the focus of the assessment,making scientific evaluation indicators and so on,which can adjusted flexibly according to the specific assessment projects.As to the system,by improving the legal status of civil educational evaluation organization,building internal rules and regulations of professional value orientation,and improving the self-discipline within the industry,it can provide protection for the healthy operation of organization;As to the environment,with the healthy interaction between agency and government,and the creation of a good public opinion,the government uphold the instruments of governance to guide services,and actively cultivate civic awareness and civic capacity,thus optimizing civil educational evaluation organization operating environment.In conclusion,after in-depth study in "local education system Innovation Award"carried out by 21st Century Education Research Institute three times,reseacher found that a wide range of social reputation,diversified channels of cooperation,a good social reputation,etc.create a favorable conditions for organization operation,while establishing a model for civil educational evaluation organization,but there are some shortcoming,such as only a few evaluate cases been taken overall,successful cases failed to be promoted,not closely contact with government and other issues.By increasing the body's self-awareness,establishing a internal management system with the core of constitution and forming and improving the organization's structure,civil education assessment agency can strengthen the construction of themselves;through the active cultivation and creation of a supportive social environment,government can improve outside environment of civil educational evaluation organization.
