A Study On The Development Of The University Governing Body In U.K

The development of university governing bodies in UK can be divided into four periods:First, the period of germination (before 19th century). The academic staff took the lead in universities and academic autonomy was slowly formed, at the same time, the universities were strongly influenced by religion. Second, the period of blooming (from 19th century to 1945). The universities sprung up at this time. The patterns of university governing bodies were various and the universities were flourished themselves. Third, the period of adjustment (from 1945 to 1992). After World War ?, the public fund took the majority of universities'financial resources. For the purpose of improving the efficiency, the dual system of university governing bodies gradually transformed in to single system. Fourth, the period of transformation (since 1992). New colleges emerged in this period and so did some new patterns of university governing bodies. The former patterns were effected by the new ones and they finally transformed and innovated.By the comprehensive analysis of the historical development of university governing bodies in UK, and considered what have been done in China, several conclusions can be drew:Firstly, the government, the stoke holders from the public and the faculties should be involved in the well running of universities governing bodies. Secondly, a good system design helps maximize the effectiveness of university governing bodies. Thirdly, the patterns of off campus staff centered for university governing bodies proved to be effectiveness. Fourthly, the university governing bodies should conform to the demand of the country, meanwhile, they should maintain their own characteristics. Finally, the elements of society, politics, economy and culture should be took into consideration in the process of construction and operation of university governing bodies.
