Now, there are being more contradictions of economic development and environmental protection, especially in less developed areas and the resource-type city. In the period of "12th five-year plan" of China, the central government is implementing the new ten-year development program for the western region of China. The program explicitly proposes it will support Guangxi West River Economic Belt (WREB) to be constructed, support the west of Gruangxi to undertake the transfer from eastern industries in China, as well as the China-ASEAN Free Trade Area to be established officially. Based on this background, Guigang, one city of Guangxi won a golden opportunity for development. But it is the restriction to influence Guigang’s further development that cannot be allowed to ignore for the relatively backward economy and industrial structure in Guangxi.Throughout the development of the world economy, the economic development is inseparable from the change of industrial structure. It is an important factor to influence the industrial structure for the choice of the leading industry. For relatively backward economy and the unreasonable industrial structure, the choice of Guigang leading industry is the important way of the development of regional economy.At the same time, environmental protection, energy saving and emission reduction has become the consensus of global economic development. Premier Wen Jiabao representative of China made the energy-saving emission-reduction commitments to the world. In this context, it will have more theoretical and practical significance for Guigang leading industry choice and its development mode research under the restriction of energy-saving and emission-reduction.The full paper includes seven chapters. In the first and second chapter, author discussed the significance of choice of leading industry as well as the research framework.In the third chapter, the Guigang industry development present situation and industrial characteristics are analyzed by using the SWOT analysis tools. In the fourth chapter, based on the third chapter, the Guigang leading industry choice issues were discussed under the restriction of the energy saving and emission reduction. The first, on the basis of previous studies, the traditional leading industry choice index system was updated from the perspective of energy saving and emission reduction. A renewal of the leading industry choice model was established. By merging and splitting all the Guigang industries department data, to form the33whole industry chain (group) data sets, and do the statistical analysis to Guigang industrial chain (group) data set with SPSS factor analysis, as well as combine the actual situation of Guigang’s development, then the10optional Guigang leading industries (groups) were determined. Finally, Guigang optional Leading industries based on updated leading industry choice model was compared with Guangxi’s and with Guigang’s based on the traditional leading industry choice model. According to the principle of giving priority to the development of the leading industries, the effect of the renewal of choice model for energy saving and emission reduction was estimated. it is estimated that can save energy48957.28tons of standard coal, reduce the water consumption of5.3712million tons, the waste water emission of753300tons and the exhaust emissions of2.4433125billion standard cubic meters.In the fifth chapter, the first, the scientific outlook on development is the theoretical basis to analyze the industry development mode for the undeveloped area. Secondly, the problems of Guigang past industry development mode were put forward. The current situation, the focus and the idea of Guigang industry layout were discussed. And then, the development stage and industry development mode on the Guigang optional leading industries were analyzed with the historical statistical data of Guigang. Finally, the constructive opinions and suggestions for the cultivation of development of leading industry and the integration of industry chain were proposed.In the sixth chapter, firstly, according to the SWOT analysis in the third chapter, several strategies for the Guigang industry development were presented. And then the development policy and system design issues of Guigang leading industry were discussed under the restriction of the energy saving and emission reduction. The seventh chapter is the final chapter, the conclusion. After summarizes, the author discussed the issues of the measures for Guigang industrial energy saving and emission reduction.In this study, Guigang as a typical case, the leading industry choice and development mode were discussed for the resource-type city and underdeveloped areas under the restriction of energy-saving emission reduction. This will provide reference for the other areas such as Guizhou, Yunnan, Tibet, Shanxi, Gansu, Qinghai, Ningxia, Xinjiang, Inner Mongolia and so on. |
