The Mechanism And Empirical Research On The Influence Of Regional Environment On The Development Of Farmers' Cooperatives

Farmers' cooperatives as the main body of the economic market,are playing the role of the executor and the carrier of the policy implementation of government supporting,as well as the intermediary organization to help the farmers to strengthen their competitiveness.Farmers' cooperatives are the main force to put forward the agriculture industry becoming more intensive,org anized and professional.The development of farmers' cooperatives is affected by the factors such as government regulation,economic development,technological innovation,social culture and natural resources in the regional environment.Farmers' cooperatives are in the face of many difficulties and problems in the promotion of large-scale management and strengthening the development process,focusing on the restriction on administrative division and supervision system,belonging with the short-lived land transfer and difficult guaranteed land transfer policy,the shortage of financial,technical,personnel services and the business selection problem under the soft-constraints of the rural community culture and the hard-constrained natural resources.This paper follows the research ideas of “the theory framework and mechanism analysis——the status quo-empirical analysis——optimization suggestions”,with the background of the institutional unbalance and differentiation of endowment in regional environment,on the purpose of the optimizing the role of the regional environment in the development of farmers' cooperatives,fully integrated theory with practice and providing good service for policy makers.Firstly,in this paper,we make a clear definition about the regional environment and the development of farmers' cooperatives,combining the rearch achivements about the regional environment and the development of farmers' cooperatives.We build the regional economic radiation theory,combining the government regulation theory and the theory of public finance,combining the small world network theory and innovation theory,cultural embedding theory,combining the resource dependence theory and the theory of circular economy theory framework.Under the guidance of this theory framework system,we comb the area environment,government regulation,economic development,technological innovation,social culture and natural resources the five elements of farmers' cooperative mechanism.From the results,we can find that:Government regulation in different phases of the farmers' cooperatives have developed its regulatory content from business regulation and capital regulation to management regulation and technical regulation.Government regulation of selective incentives transferred the factors of production and delivery.The region between different government regulation endowment difference of cooperative produce d the diffusion effect and backflow effect.Agglomeration regional economic development through the local fiscal revenue,labor,financial service level,farmer'sincome as well as the technical innovation ability influenced the five kinds of radiation power respectively affecting the development of farmers' cooperatives capital security,personnel security,sustainabilit y,organization guarantee and technical support,that five aspects forming the radiation power,which impacted the development of farmers' cooperatives.Regional technology innovation elements embedded farmers' cooperatives in the development of network model,and through the network structure of the network density,network intensity and network heterogeneity formed on the accumulation of knowledge,communication and integration,and then improve d the innovation capacity of farmers' cooperatives,and regional technology innovation network's growth,with the spread of the preferred choice of the elements in the transmission,through the network affecting the farmers ' cooperative innovation diffusion.Embedded farmers' cooperatives,the process of regional social culture is a group of region culture constantly grasp and integrated into the process of socialization,internalization and vision.Social culture directly or indirectly influence d the farmers' cooperative on organization culture.Differences in organizational culture presented a farmers' cooperatives of different risk preference,the decision-making behavior of different farmers' cooperatives was also different;For natural resources was a highly dependent on farmers' cooperative,limiting the production of farmers' cooperatives object and product form,which making the natural resources becoming the hard constraint condition of the development of farmers' cooperatives.Secondly,combining with the evolution process of farmers' cooperatives development,we build a development ability evaluation index system of farmers' cooperatives.By using factor analysis method,constructed by the cooperative innovation ability,cooperative security ability,cooperative development potential the radiating and driving ability,cooperative learning abilit y and cooperative ability index system of farmers' cooperative development.Among them,the innovation ability is the core competence of farmers' cooperatives development capacity,and regional environment is the key factor affecting the development of farmers' cooperatives.Thirdly,through the regional environmental factors influencing the development of farmers' cooperatives in the empirical analysis,we used the random forest algorithm to screen the major regional environmental elements that influence the efficiency of the development of farmers' cooperatives,we have found seven major impact indicators,and using the panel model to simulate the mai n influencing index regression from the eleven index indicators.The panel results found that government regulation of the index in regional environment for developing farmers' cooperatives has significant positive role in promoting,regional environment of the rural financial development degree,the factors on the technological innovation has significantly positive role in promoting cooperation and development efficiency,the cooperative production scale had the relationship with the efficiency of cooperative innovation and development.And the innovation in the technological innovation output indicator failed to pass the significance level test.Regional environment government regulation factor has the most significant effects on farmers' cooperatives,technological innovation factors,factors of economic development of the rural financial development degree have a certain influence on the efficiency of farmers' cooperatives,and natural environmental factors and social cultural factors of the cooperative development failed to make significant direct impact on the farmers' cooperatives.Next,we focused on the key factors of regional environment,government regulation,as well as the core of the farmers' cooperative ability,innovation ability and the connection between the farmers' cooperative development.Considering the original technological innovation of farmers' cooperatives is less,and farmers' cooperatives in agricultural technology popularization mode mainly played the role of the innovation diffusion,affected on farmers' cooperative innovation diffusion ability.The cooperative innovation diffusion combined with cooperative development,through the construction of small world network,and the diffusion of innovation process of farmers' cooperatives,which analyzed the network structure and the propagation characteristics of th e cooperative innovation diffusion,building the government regulation,the innovation diffusion equation and the cooperative development of intermediary effect.The results found that innovation diffusion in the network had a strong proliferation potential position of farmers' cooperative innovation diffusion activities,which will improve the innovation diffusion speed,strengthen the innovation diffusion effect.Innovation diffusion through the analysis of farmers' cooperatives configuration of factors producting and exchanging process implementation of one-way communication.The new technology,as well as the new system in the farmers' cooperative social relations network mainly spreaded through the connection path between nodes,which has the characteristics of wide range,with strong randomness.The influence of the cooperative innovation diffusion behavior mainly affected by laws and regulations of the government's rules and regulations,as well as financial capital support,financial policy support,the government regulation in the farmers' cooperative innovation diffusion and the development,which had a significant intermediary role between government regulation could improve the ability of cooperative innovation diffusion,cooperative innovation diffusion ability promoted the development of cooperatives,cooperative innovation diffusion at the same time to the government regulation,conducting a positive feedback effect.Finally,combined with the elements of regional environment influence d farmers' cooperative development of mechanism analysis and empirical test,we put forward the corresponding optimization recommendations: Perfecting the system of supply mechanism,mechanism of policy arrangement and financial support to optimize the role of regional government regulation on farmers' cooperative development path;Perfecting the regional innovation environment,enhancing the capacity of technology innovation,promoting technology innovation diffusion to optimize regional technology innovation on the role of farmers' cooperatives path.Strengthening the infrastructure construction,promoting the financial development,setting up a professional farmers' cultivating system to optimize the region economy development mechanism of farmers' cooperative development.Enhancing cooperative autonomy,strengthening the cooperat ion of the cooperatives.Enhancing the mutual cooperation to optimize the mechanism of action of social and cultural development of farmers' cooperatives.Creating characteristic economy,developing the circular economy and using the Internet economy to improve the natural resources of farmers' cooperatives.
