The smart city has greatly promoted the development of the city construction and economy.However,during the construction of the smart city,the information resources are still facing some issues,such as the "information island" phenomenon,redundant construction,serious waste,ununified standard,unknown of information resources and some others.All these problems are still the serious obstacle of wisdom city construction and the utilization of information resources.Information resource planning is an important means to solve these problems.The spatial information resource is an important part of the smart city information resources,and is the foundation information resources of smart city construction.The spatial information resources planning plays an important role in the construction of the smart city.The traditional information resource planning has played a huge role in the process of information construction of enterprises or some government departments,which effectively solves the information resources problems faced by these organizations.This paper tries to plan the spatial information resources in smart city in order to solve a series of problems faced by spatial information resources in the construction of smart city.In the construction of smart city,more effective sharing and application of the spatial information resources is the ultimate goal of spatial information resource planning,so this paper focuses the study on the planning of the utilization of the smart city information resources.This paper proposed that the spatial information resource planning in the smart city should target on the sharing and utilization of spatial information application and should build the spatial information catalog system and the related sharing and utilization reference model of the spatial information resource to promote and guide the spatial information resources to play a key role in the construction of smart city smarter.Based on the theory and method of information resource planning,spatial information resources management and the construction of smart city this paper established the framework of spatial information resource planning in the smart city,proposed the method of building spatial information resource catalog system,and then established the relevant sharing application reference model according to the spatial information resources business applications,the heterogeneous problem of spatial information resources and ontology,the spatial information resource service composition problem.Finally,this paper used examples to discussed the implementation method of model,and verified the feasibility,effectiveness and advantage of the model.The main work of this paper includes the following:(1)The framework model of the smart city spatial information resource planning was established according to the characteristics and application requirements of the spatial information resource and the development of information resource planning.This paper regards the sharing,fusion and effective utilization of the spatial information resources as the main goal of the spatial information resource planning in smart city.So the spatial information resource planning should not be limited to data resources and business resources planning,should plan the spatial information service resources according to the development of the information sharing technology,and then should build the spatial information resource catalog system according the former planning.This paper discusses the methods of data planning,business planning,service planning and application planning to establish spatial information resources catalog system,such as business resource catalog system,data resources catalog system,service resources catalog system.At the same time,to promote and guide the effective application of spatial information resources in the smart city construction,this paper proposed that the relevant reference model of spatial information resources sharing and application,including business applications,ontology construction,ontology matching,service classification,service composition and some others should be established.(2)A business application reference model of spatial information in the smart city was established.Aiming at the utilization shortage of the space information resources by the traditional business process,according to the function level of the spatial information resources to the business process and the requirement of the smart city to the business process,this paper carried an in-depth analysis on the constraint function of spatial information in business processes from the perspective of theory.To strengthen the automation and optimization function of the spatial information in the business process,this paper put forward the concept of spatial information constraints in the business process,introduced and analyzed the related factors of spatial information constraints,and established the spatial information constraint unit.Then based on the spatial information constraint unit and Petri Nets this paper established the spatial information constraint net.Finally,based on the spatial information constraint net this paper put forward the workflow modeling method of spatial information resource constraint,studied the implementation method of the model,and then used an example to verify the feasibility and the effectiveness of the model and method.(3)Information heterogeneity is a great obstacle to the application of the smart city spatial information,and ontology is an important way to solve the information heterogeneity.But as more and more ontologies are built,a large amount of heterogeneous ontologies appear,otherwise ontology matching is an important method to solve this problem.This paper established an ontology matching reference model,which involves two mathematical models,one is the ontology matching weight determination model,another is an ontology matching results optimization model.Based on the related research,this paper put forward a new ontology matching weight determination model of ontology matching.According to the similarity matrices of the matched ontologies,this paper proposed a new ontology matching optimization mathematical model,and then use the Shuffled Frog Leaping Algorithm(SFLA)to implement the matching optimization model.Finally,this paper used the Alignment Evaluation Initiative Ontology(OAEI)to validate the model,which proved the validity and superiority of the ontology matching model.(4)Web service is a very important technology to realize information sharing.However,the single atomic service function is single and can not meet the needs of complex applications,so it is necessary to compose several related services.This paper classified the spatial information service composition into two categories:the combination of spatial information services,the combination of spatial information services and other information services.The Internet of things is very important in the smart city,this paper took the Internet of things as an example to put forward a new model of service composition and analysis.Firstly,the theoretical analysis and formal modeling of geographic entities,Internet of things and spatial information services are carried out,and the information flow between these three is analyzed.Then this paper,based on the Petri Nets and service algebra,established the IoT service model,the spatial information service model and the service composition model,and made a deep analysis on the model of service composition.Finally,this paper used examples to implement and validate this modeling method,simulate the model through the modeling tool,and compared with other modeling methods.All these proved that the model and method proposed in this paper is feasible and has certain advantages.
