State owned commercial banks are in the leading position in the banking industry,and play an important role in the stability of the whole social economy.For a long time,the state-owned commercial banks have some problems,such as the high proportion of state-owned capital,imperfect corporate governance mechanism,poor innovation ability,lack of market competitiveness and so on.With the acceleration of China's economic transformation,the requirement of the reform of state-owned commercial banks is becoming more and more important.In the third Plenary Session of the 18 th CPC Central Committee,the party proposed to actively develop a mixed ownership economy,and pointed out the direction for the reform of state-owned commercial banks.Based on this,and in the background of positive development of mixed ownership economy,this article tries to explore the mixed ownership reform by combining with the status quo and characteristics of state-owned commercial banks,in order to provide theoretical and practical guidance for the state-owned commercial banks mixed through the study on the theory and practice of ownership reform.At the theoretical level,this paper constructs a scientific state-owned commercial banks mixed ownership reform theory framework,explores the optimal proportion of state-owned shares,and discusses the influence on social welfare and the establishment of private banks;reveasl the state-owned capital and state-owned capital is not inherent in the mechanism of banking integration,indicates the necessity and obstacle of the two fusion.In the aspect of practice,this paper helps to realize the efficient integration of the banking system of state owned and non state owned capital,accelerate the state-owned commercial banks mixed ownership reform,boost the entire banking industry to improve the efficiency,which is beneficial to the stability of the entire national economy.This paper studies the problem of mixed ownership reform of state-owned commercial banks,which is divided into eight parts,as follows:The first part is introduction.This part first explains the basis of this paper.Secondly,this paper reviews the relevant research results at home and abroad.The research content,framework and methods are described in this paper.Finally,this paper points out the innovation and some inadequacies.The second part is the theoretical basis.This part expounds the theory of this paper,including Marx's theory of mixed ownership,the theory of new institutional economics and the theory of socialist market economy with Chinese characteristics.The third part is the theoretical analysis of the mixed ownership reform of state-owned commercial banks.Firstly,this paper analyzes the connotation and characteristics of the mixed ownership reform of state-owned commercial banks.Secondly,this paper expounds the function,motive and goal of the mixed ownership reform of state-owned commercial banks.Thirdly,based on the duopoly model,this paper makes a theoretical analysis of the privatization of state-owned commercial banks and the optimal proportion of state-owned shares.Finally,the game theory is used to analyze the interest game in the mixed ownership reform of state owned commercial banks.The fourth part is the evolution and performance evaluation of the mixed ownership reform of state-owned commercial banks.First,since the reform and opening up the state-owned commercial banks mixed ownership reform evolution history,including joint-stock reform,the shareholding system reform,the new era of mixed ownership reform stage,summarizes some experience and law reform.Secondly,the paper analyzes the direct and indirect effects of the mixed ownership reform of the state-owned commercial banks,and makes an empirical analysis on the impact of the mixed ownership reform on bank performance.The fifth part is the reality of the mixed ownership reform of state-ownedcommercial banks.First of all,this paper analyzes the advantages of the mixed ownership reform from two aspects: the state-owned commercial banks and the external environment.Secondly,it points out the constraint conditions of the mixed ownership reform of state-owned commercial banks,and analyzes the reasons.The sixth part is the experience and Enlightenment of foreign banks' mixed ownership reform.First of all,the paper introduces the practice of property right reform of state-owned commercial banks.Secondly,combing the experience of foreign bank corporate governance.Finally,combined with their own national conditions,the author draws the beneficial experience and Enlightenment of foreign practice on the mixed ownership reform of state-owned commercial banks.The seventh part is to promote the objectives and proposals of reform of state-owned commercial banks mixed ownership.On the basis of previous theoretical and empirical analysis,this paper puts forward some countermeasures to promote the reform of mixed ownership of state-owned commercial banks from two levels of government and state-owned commercial banks.The eighth part is the conclusion which summarizes the full text and draw some conclusions.This paper has certain innovative ideas,which embody these aspects: the state-owned commercial banks mixed ownership reform of the connotation,characteristics and objectives of dynamic grasp and in-depth interpretation,with the traditional joint-stock reform to distinguish;construction of mixed ownership reform theory system with a Chinese situation of state-owned commercial banks,focusing on flexibility,dynamic and predictive,put forward practical classification reform measures;construction of duopoly competition model,analysis of state-owned commercial banks to explore the optimal proportion of state-owned shares,the nationalization of the optimal level of ownership reform,provide the basis for the state-owned commercial banks mixed.At the same time,this paper also has some inadequacies: in the process of empirical analysis,there may be some errors in the exploration of state-owned shares due to small sample size,and model construction are insufficient in the index selection;without consideration of the cost difference on the supply side of the optimal proportion,product differentiation,cross ownership,multiple oligopolistic competition etc.;on the supply side structural reform and "13th Five-Year" plan,the state-owned commercial banks mixed ownership reform conditions are constantly changing,which may not be completely synchronous.All above those deficiencies constitute a further research direction in the future.
