New Urbanization Land Use Management And Information Research

With the rapid development of our country’s urbanization since the 21 st century,the central government puts forward the new urbanization to solve the contradiction of increasingly difficult between land and resources shortage.Land use of the new urbanization is a work that is based on the concept of new urbanization,according to the nature condition and regional characteristics of land,practical grasp of the national socio-economic development needs and interests of the overall,the area of land resources rationally develop,co-ordinate arrangements,organize protection work.With the development of “3S”,technology mobile data processing,and high-end remote sensing sensors and technology remote sensing image fusion,intuitive 3D visualization and GIS,the efficiency ofland use management has improved greatly,ensured the quality of the work,and reduced the labor intensity,brought much convenient to us.Xi Xian new area district as an example,In accordance with the concept of innovation and development model,combining the development of basic natural conditions of the region,and the region’s historical and cultural relics,create a new program framework for land use in Xi-xian new area,builds 3d information system for land use management of Xi Xian new area,and makes a evaluation to the benefits of Economic,social,ecological and landscape brought by land use management.The main contents and conclusions in the research are as follows:(1)Research on the contents and characteristics of land use in the process of new urbanization.With the descriptionof the tortuous development period,the rapid development period and the scientific development period,three stages which China’s urbanization has experienced,this paper expounds the basic trend and typical pattern of urbanization development in the world,in addition,learning from the experience and lessons of the advanced countries isof great significance to promote the healthy and orderly development of urbanization in our country.This paper has explained the meaning of land use management while land use management should follow the land ethicstheory,sustainable development theory,system theory and control theory,etc.There are some researches and analysis of the relationship between the new urbanization and land use and management in the paper,aiming at the new situation and new challenges,this paper also has thought of the management of land useunder our country’s urbanization,combining with land use changes and resources carrying capacity of the city group and the whole country.(2)Analysis and summary of the institutional factors,market factors and environmental factors of the land use in the Xi Xian new area.Under the background of the integration inthe Xi Xian new area,combining with the policy background,the spatial distribution and the population distribution of the land planning in this area,this paper has summed up the new area of development problems and which have the advantage,and analysis of institutional factors,market factors,and environmental factorsaffecting the Xi Xian new area land use planning.(3)Patterns of land use of the Xi Xian new area are analyzed.According to the development strategy and space layout strategy of Xi Xian new area,Xi Xian new areawill continue keeping its original green ecological base,design the city construction land layout with groups,enhance the internal division cooperation in this area,organize each function group,and set upthe modern garden city patternwith group development,thus the city’s main functional area and the new ecological garden area of Xi’an international metropolis will be built.Construction of rural land use in the new town ecological pattern mainly by agricultural land scale and the construction land intensive land circulation,QinHan Agricultural City as an example for analysis,The author has participated ina land project,belongs to Qin Han new town in Xi Xian new area,with 2800 acres of land about the implementation and the circulation,in other words,it is a land project which persists in the intensive use and large scale of land under the new urbanization development concept.In the end,Xi Xian new area will be built into an ecological and garden city,which will be ecological saving,environmental friendly,open and inclusive,historical and cultural with modern facilities,social harmony and orderly industries agglomeration.(4)Information scheme of land use management in Xi Xian new area.The paper builds its digital,networked and visualized 3D geographic information system,which can provide a management platform for the rapid use management of massive spatial data.(5)Aiming at the economic,social,ecological and landscape benefits of land use,this paper has built abenefit evaluation index system of land use management in Xi Xian new area.The comprehensive benefit valueof different stages is 0.375、0.483、0.671,through this evaluation,it is proved thatthe implementation of land intensive use and ecological garden city project can be feasible and effective.
