Study On Diversified Agricultural Technology Extension System Construction In Jilin Province

Since 2004,China’s Central No.1 Files have concentrated how to more effectively solve the problem of"agriculture,countryside and farmers".Particularly in 2007,the Central No.1 File pointed out that the development of modern agriculture is the primary task of new rural construction,modern farmers and modern agricultural science and technology are needed to develop modern agriculture.2008 Central No.1 File pointed out that strengthening agricultural science and technology and serving system construction is the objective need of Speeding up the development modern agriculture.Removing the various aspects strength to take part in the agricultural technology extension forms the diversified agricultural technology extension network.Jilin Province is one of the important major grain-producing areas.It is very important that establish diversified agricultural technology extension system.It will improve agriculture science and technology contribution rate,increase the farmers’ income,ensure the country food safyty and so on.The paper takes the technological innovation diffusion theory,the farmer behavior change theory,the achievements management theory,the system theory and so on as a foundation.The paper used the methods of typical cases analysis and Bayesian network analysis,uses economic elementary theories,to research and analysis the agricultural technology extension main body and the technology using main body of the Jilin Province.Through the researches,this paper considered that agricultural technology extension is a systematic project.We should combine induced institutional change with mandatory institutional change,and from a distance,from nearby,have a strategic planning and tactical strategies.By the researches of institution setting,operation mechanism,funding sources of agricultural technology extension in the United States,Japan,Thailand and other countries,this paper summed up the experiences that we can learn.Through doing up the agricultural technology extension system development of China,this paper found the experiences of nowadays agricultural technology extension and system construction.Through investigations,this paper analyzes the whole situation and the existence question of the agricultural technology extension system in Jilin Province.This paper considered that:agricultural extension area will be expended that is from the traditional planting,breeding technology extension to enhance farmers’ quality,create new farmers,improve entrepreneurial capacity of farmers,etc.Current and future long period of time,government agricultural extension department would be in a dominant position,will assume the massive public welfare promotion duty.From the angles of agricultural development background,agricultural the comparative advantage,farmer economic basis and the theory of public goods,this paper analyzed the inevitability of the government agricultural extension departments undertake the agricultural technology extension commonweal function.Through investigations,this paper identified key issues and restricting factors that influence the Jilin provincial government agriculture extension.Finally,this paper considered that Jilin Provincial Government agricultural extension departments must be strengthened Terminal Service,must be tailor measures to suit local conditions,select the appropriate characteristics of regional resources,industry characteristics,to prevent the promotion of technology and demand out of line.The industrialization of agriculture leading enterprise technology extension is industrial organization behavior.It has its own characteristics.Therefore this paper used Transaction Cost Theory,Game Theory and the related economic theories to analysis agriculture leading enterprise technology extension,and pointed out:the industrialization of agriculture leading enterprise technology extension must establish close connection of interest and the interest-distribution mechanism,in order to effectively reduce varies risk after the farmers adopted the technology.Farmer cooperative economic organization is a spontaneous,self-service organization.It has played an important role in evading the risk,lowering costs,increasing farmers’ income etc.Therefore,based on the researches of the problems of farmer cooperative economic organizations technology extension and service in Jilin Province,this paper pointed out:to expand the strength of the farmer cooperative economic organizations,to strength brand construction,to actively play the advantage of industrial cluster.The agricultural technology extension main bodies such as universities,scientific research institutes,agricultural production material companies are indispensable constituents of the Jilin agricultural technology extension system.This paper believed that:to construct tripartite cooperation mode of agricultural education,scientific research and the extension,to give full play to their role in agricultural technology system.Agricultural production material companies must improve the initiative of technology extension and service quality,at the same time of sales.The farmer is the main body of agricultural technology demand.This paper adopted Bayesian network analytic method,by entropy reduction and sensitivity analysis,determined the order of the factors thatinfluences famers adopt technology.Through related economic analysis,this paper believed that only truly understood farmers’ technical demand,grasps farmers’ psychological characteristic and behaviors,to analyze the farmer to use the technical existence the actual problem.And stand in the angle of peasant household,have layers,step-by-step,plans and difference to extend,to improve technical efficiency,will reduce the risk of farmers to adopt new technology.Based on the analysis of agricultural technology extension main bodies and the technology using body,by the systematic analysis from the subjective factors,the resource elements,the environmental factors elements of agricultural technology extension,this paper established the agricultural technology extension workers’ achievements inspection indicator system,and constructed diversified agricultural technology extension cooperate and run mechanism of Jilin province,in order to prompt agricultural technology extension optimal allocation of resources.
