Study On The Coordinating Development Between Exploitation Of Mineral Resourcesand Ecological Construction In Hubei Province

The exploitation of mineral resources is a double-edged sword.Mineral resources as the material basis of economic and social development,but there are negative externalities.The eco-civilization and the concept of green put forward stricter environmental requirements for mineral resources development.The coordinated development of lucid waters and lush mountains and invaluable assets has become an important issue facing green mining industry.Hubei Province is an important mineral resource development zone in the Yangtze River Economic Zone.It is an important base of iron and steel,and phosphorus chemical industry in China.Due to high-intensity mining in the early stage,environmental problems such as ecological degradation,total phosphorus and heavy metal water and soil pollution are prominent.This paper mainly discusses the coordinated development of mineral resources and ecological construction in Hubei Province from the following aspects: 1)The paper systematically investigates the present situation of exploitation and utilization of mineral resources in Hubei Province,analyses the relationship between resource industry dependence and economic development,examines the phenomenon of resource curse in Hubei Province,dissertation verifies the transmission mechanism of resource curse.2)From the enterprise perspective: It establishes the evaluation index system of mineral resources and ecological construction to measure the coordinated development level of mineral resources and ecological construction in Hubei Province.It explores the spatial relationship between the coordinated development level of mineral resources and ecological construction through the analysis of Moran I index,LISA agglomeration map and G finger hotspot.It uses the coupling coordination degree model to analyze the coupling coordination degree between mineral resources development and ecological construction.3)At the micro level: Based on the data of 596 mining enterprises in Hubei Province from 2011 to 2015,this study used panel Logit model to identify the influencing factors of green mine development and used propensity score matching(PSM)model to analyze the influence of some factors on the performance effect of green mining,including scale of mines,mineral types and main functional areas.The conclusions are as follows:(1)The survey found that the main problems existed in mineral resources development in Hubei Province were as follows: The total amount of mineral resources is not well controlled and the reserve reserves of some minerals are insufficient.There is an urgent need to adjust the mining structure in the sustainable development of resources industry.There are many problems in the sustainable development of resources industry,Such as mine environment restoration,land reclamation low efficiency of resource utilization,"three wastes" increased.(2)There is resource curse in Hubei Province.There is a significant negative correlation between the abundance of natural resources and the level of economic growth.The transmission mechanism between natural resources and economic growth indirectly influences economic growth by influencing the level of scientific and technological innovation.Abundant natural resources play a role in promoting foreign investment and human capital investment,thus promoting economic growth.(3)Measuring the level of coordinated development between mineral resources and ecological construction: From the west to the east of Hubei Province,level is high-lowhigh and high in the north and low in the south.The overall level of coordinated development declined slightly,especially in Ezhou,Wuhan and Shiyan.The level of coordinated development of Xianning and Qianjiang has an upward trend,while that of other regions is relatively stable.The spatial relationship of coordinated development between mineral resources development and ecological construction in Hubei Province: The overall spatial autocorrelation is positive.From 2004 to 2010,the spatial correlation is enhanced,and there is spatial agglomeration effect.After 2010,the correlation decreases,and the spatial agglomeration effect decreases.By 2016 and 2017,the spatial correlation is not significant.The distribution of cold hot spots of G index shows a trend of "hot in the West and cold in the east";hot spots are concentrated in Northwest and southwest of Hubei,and cold spots are concentrated in central Hubei.Analysis on the coupling and coordination degree of mineral Resources development and ecological construction: A few areas are in a state of maladjusted recession and most of them are between reluctant coordinated development and intermediate coordinated development.Therefore,the coordinated development of mineral resources development and ecological construction in Hubei Province still has great room for improvement.(4)The importance of influencing factors is in the following order: mining scale,economic value of mines,three-rate survey of minerals,main functional areas,urbanization level,economic type of mining,and annual investment.The three-rate survey and urbanization progress have promoted the green mine development.Large and medium-sized mines,mines in key ecological protection areas,state-owned and collective enterprises are more active in implementing the development of green mines.Insufficient investment of enterprises is a key factor restricting to green mines development.(5)The effect of improving the economic efficiency of enterprises from green mine development: large mines > medium-sized mines > small mines,non-metal mines > metal mines;the improvement effect of mine environmental management investment: key ecological functional areas > major agricultural products producing areas > key development areas,non-metallic mines>metal mines;there is no significant effects for treatment and utilization of tailings and waste rock from green mine development.Therefore,in view of the problems existing in the coordinated development of mineral resources and ecological construction.Under the guidance of the concept of ecological civilization construction and green development,this paper holds that: The coordinated development of mineral resources and ecological construction requires adherence to the principles of ecological construction priority,protection priority,conservation and utilization,green development.We should strict ecological space control of mineral resources,transformation of mineral resources development mode,strengthening mine geological environment protection,promoting mineral resources conservation and intensive utilization,and building green mines in an all-round way,forming a green mining development pattern,to establish a coordinated development model with friendly ecological environment,reasonable industrial structure and efficient utilization of resources will be formed.
